Position Overview
The Emergency Response Manager at Da-Lee Group provides leadership for the planning, readiness, execution, and continuous improvement of emergency response operations. This role is accountable for managing high-risk incident response, supporting business unit operations, and ensuring compliance with provincial and federal environmental, transportation, and safety regulations.
Working closely with Operations, Safety, Compliance, Environmental, and Communications teams, the Emergency Response Manager ensures a coordinated, technically sound, and efficient response to incidents while contributing to financial performance, risk mitigation, and organizational resilience.
Key Responsibilities
Emergency Response Leadership
- Lead the regional emergency response program, including preparedness planning, response execution, and post-incident reviews.
- Fulfill critical response roles during high-risk or large-scale incidents.
- Direct and support response teams while coordinating internal resources and external agencies during emergency events.
- Provide technical guidance related to spill response, containment, remediation, and recovery in compliance with municipal, provincial, and federal regulations.
- Conduct after-action reviews and root cause analyses to drive continuous improvement and corrective action implementation.
Operations, Safety and Compliance
- Support day-to-day operations in making sound, risk-based decisions with a strong focus on safety, customer service, and professional execution.
- Collaborate with leadership to review, develop, and standardize safe operating procedures used across Canada.
- Support risk assessments, site audits, and emergency preparedness evaluations across operational locations.
- Liaise with regulatory bodies including Ministry of the Environment, Transport Canada, and Environment and Climate Change Canada during incidents, investigations, and audits.
- Act as the primary liaison with fire departments and emergency services to develop and maintain mutual aid relationships focused on hazardous materials response.
Vendor and Stakeholder Management
- Manage relationships with third-party emergency responders, environmental consultants, and approved contractors.
- Support leadership with national contracts and service agreements related to emergency response and environmental services.
- Represent Emergency Response in regulatory, insurance, and industry forums, including the delivery of formal presentations as required.
Workforce Planning & Capacity Management
- Monitor staffing levels, competencies, and regional capacity to ensure efficient, safe, and timely emergency response coverage.
- Provide leadership and mentorship to emergency response personnel, fostering a culture of readiness, accountability, and continuous improvement.
- Ability to manage multiple emergency responses simultaneously while maintaining operational oversight and administrative discipline.
Qualifications
- Bachelor's degree in environmental sciences, Emergency Management, Occupational Health & Safety, or a related field.
- 10+ years of progressive experience in emergency response and incident management, preferably within waste management, transportation, or industrial services.
- Strong working knowledge of Canadian regulations including TDG, E2 Regulations, and provincial spill reporting requirements.
- Proven experience leading emergency response teams in high-stakes, fast-paced environments.
- Experience managing multi-branch or multi-region operations.
- Demonstrated ability to manage financial performance, including P&L oversight and capital planning.
- Highly organized with strong administrative, reporting, and decision-making capabilities.
Certifications (Preferred)
- Incident Command System (ICS) certification – Levels 100–400
- HAZWOPER or equivalent hazardous materials training
- First Responder or Environmental Emergency Responder certification
- Transportation of Dangerous Goods (TDG) certification
- Hazardous Materials NFPA 472 / 1072 (or equivalent)
- E-Rail Safe Certificate
- Transportation Specialist, Rail Car Specialist, and Road Tanker Specialist designations
