1-Year Part-Time Contract: 22 hrs/week

Program Overview:

CityServeTO is a transformative program for youth aged 16–24 who are ready to take their next step but face barriers such as poverty, violence, racism, or involvement with the justice system. It is more than a job program – it is a purpose-driven journey that helps youth find belonging, build resilience, and access the tools needed to create a brighter future. These youth will be Scarborough community builders will work on various community initiatives.

Through hands-on service, mentorship, personal growth, and employment opportunities, CityServeTO youth participants will gain the confidence, skills, and community connections required to shape a new path forward.

IMPACT 'n Communities is a registered not-for-profit, social service, community development, and engagement organization that is steadily working to improve communities across the GTA. We are based in the priority neighborhoods of Scarborough.

We facilitate positive progressive community enhancement initiatives, events, programs and services that work towards impactful transformation and an overall improved quality of life. We offer many essential programs for adult children and youth however we specialize in the area of youth-serving programs and services such as IMPACT 'n Youth Drop-in, TO Wards Peace, Violence Intervention Ambassadors (VIA), Nourishing Neighbourhood Food Services, Passion 2 Purpose Entrepreneurship, City Serve

Position Summary:

CityServeTO is seeking a
Program Coordinator
to provide strategic and operational leadership to our youth cohorts as well as other youth staff within IMPACT Staff team. This role combines program delivery with organizational leadership—overseeing planning, supervision, evaluation, and partnership development. The Program Manager ensures the successful execution of CityServeTO, including other programs where the youth staff are placed within the organization, while fostering innovation, accountability, and impact.

Key Responsibilities: Program Leadership & Coordination

  • Oversee and manage all aspects of CityServeTO and IMPACTYouth programming, from planning through delivery and evaluation.
  • Provide supervision, mentorship, case management, and wrap-around supports to all youth staff and participants, ensuring successful program completion.
  • Facilitate workshops, training, and team-building activities that promote life skills, employability, and personal growth.
  • Ensure all program activities are trauma-informed, culturally relevant, and grounded in equity-focused, anti-oppressive practices.

Staff & Team Management:

  • Recruit, train, supervise, and support program staff, facilitators, and volunteers.
  • Conduct regular performance reviews, provide professional development opportunities, and foster a collaborative, high-performing team environment.
  • Model effective leadership, communication, and problem-solving skills for both staff and participants.

Strategic Planning & Innovation:

  • Work with the Senior Leadership Team to align program goals with organizational strategy.
  • Lead the continuous improvement of youth staff by identifying emerging youth needs, integrating innovative practices, and refining program models.
  • Contribute to long-term planning, including scaling or replication of successful program components.

Partnership & Community Engagement:

  • Build and strengthen partnerships with community agencies, employers, funders, and government representatives.
  • Represent CityServeTO at meetings, community events, and conferences to raise awareness and foster collaboration.
  • Develop and maintain referral pathways for participants to access opportunities beyond the program.

Program Evaluation & Reporting:

  • Oversee the collection, tracking, and reporting of key program metrics and deliverables.
  • Work with evaluation teams to design and implement monitoring systems and share findings for program growth.
  • Prepare timely reports for leadership, funders, and stakeholders, highlighting impact and areas for improvement.

Budget & Resource Management:

  • Develop, manage, and monitor program budgets in collaboration with senior leadership.
  • Oversee allocation of resources, including staffing, materials, and partnerships, to maximize program efficiency.
  • Contribute to grant writing and fundraising efforts to sustain and expand the program.

Key Qualifications:

  • Diploma or degree in Social Services, Child and Youth Work, Social Work, Community Development, or a related field—or an equivalent combination of education and experience.
  • Minimum 3–5 years of experience in program coordination/management, including direct work with youth.
  • At least 2 years of staff supervision, leadership, or team management experience.
  • Demonstrated knowledge of youth development, case management, and program evaluation.
  • Strong understanding of systemic barriers faced by racialized youth, particularly those involved with the justice system.
  • Proven ability to build and maintain strategic partnerships across sectors.
  • Budget management experience and familiarity with non-profit funding structures.
  • Excellent communication, facilitation, and conflict resolution skills.
  • Strong technological proficiency (MS Office Suite, M365, Outlook, SharePoint, project management tools).
  • In-depth knowledge of GTA communities, specifically Scarborough, including cultural diversity, social dynamics, and available resources.
  • Commitment to equity, anti-oppression, anti-racism, and trauma-informed practice.
  • Lived experience that reflects the realities of participants is considered an asset.

Salaried Remuneration: $27.14/hr for 22 hrs/week
