Under the supervision of the Associate Director, Financial Planning, the Financial Planning Coordinator is responsible to support the development, implementation, and maintenance of budget, tuition, forecasting, capital reporting and related systems in accordance with Okanagan College policies and procedures and statutory requirements. The FPC is responsible to perform regular audits and make corrections of financial transactions including budget changes, capital asset activities, and tuition. This work will be done with a strong focus on departmental support, organizational sustainability and data precision. The duties of this position frequently involve issues and data of a sensitive and confidential nature and are performed in an environment of changing priorities.
The FPC provides guidance to OC staff regarding budget development, new initiatives and capital assets, as well as recommending short-term goals related to the maintenance of tuition records and reporting. The FPC applies policies and procedures specific to each functional area and maintains the integrity of the accounting records through specialized knowledge of the Public Sector Accounting Standards (PSAS) requirements and College policy and procedures. The FPC monitors transactions related to the budget, tuition and capital assets for appropriateness, completeness and integrity.
Functions and Duties
Administration
- Maintains, reviews and applies general policies and procedures, and PSAS related to budget development; maintains the OC budget development process, system and data collection for short- and long-term planning. Provides business support to the College budget teams and Associate Director; monitors compliance to College policies and procedures; escalates and/or provides recommendations to the Associate Director on complex budget matters.
- Oversees the administration and coordination of the day-to-day accounting for the Okanagan College capital activities including but not limited to ensuring appropriateness and verifying coding of capital purchases, capital budget requirements and deadlines, maintaining records of depreciation and amortization, capital purchase procedures and related processes, in compliance with College policies.
- Oversees the administration and coordination of the day-to-day accounting for the Okanagan College tuition activities including but not limited to financial reporting for budget and forecasting, audit requirements, deadlines, and system maintenance.
- Maintains, reviews, and applies general policies and procedures related to reporting; recommends revisions to policies and procedures as needed; provides direction, training, guidance, and administrative support to department staff as needed; monitors compliance to collective agreement policies and procedures; escalates and/or provides recommendations to the Finance management team on complex accounting matters.
Data Management and Analytics
- Assists in the development, implementation, maintenance, and testing of systems to collect, analyze, monitor and develop consolidated budget and financial data within Financial Services; monitors and reconciles OC budget transactions and supports budget maintenance which includes assessing information and proposals that are extremely confidential in nature.
- Monitors and reconciles capital transactions; conducts financial analysis and prepares forecasting documentation; compiles, analyzes, and evaluates financial data to ensure financial integrity; Identifies and investigates unusual transactions, and ensures adherence to financial processes and procedures; assesses the causes of variances and makes corrective actions to support organizational sustainability and accountability.
- Monitors and reconciles tuition; conducts financial analysis and forecasting; compiles, analyzes, and evaluates financial data to ensure financial integrity, and to identify trends and anomalies; takes corrective action or makes recommendations for changes and improvement to support organizational sustainability and accountability.
- Develops and maintains project plans; investigates and provides financial analyses, documentation and data support, and implements projects in accordance with Okanagan College's policies and procedures.
- Responsible for testing and operationalizing financial reporting including working with other departments, external organizations to ensure efficiency; reviews and initiates improvements to the relevant systems; responsible for system training including Tuition reporting, Budget development and capital asset tracking.
- Prepares, reviews, and initiates improvements to financial reports in order to provide consistent, timely data to various internal and external entities.
- Prepares interim and year-end audit information including preparation of schedules and other supporting documentation. Assists auditors with their review and use of Financial Systems and documentation.
- Develops, and maintains information databases as needed to support tuition, capital assets and budget.
Reporting
- Responsible for the collection of data for the purposes of reporting tuition, forecasts and instructional workloads.
- Responsible for reviewing and verifying the validity of capital asset purchases and coding; preparing quarterly reports in line with the relevant Government reporting requirements, annual audits and PSAS.
- Responsible for preparing OC budget development proposal forms; receiving and compiling submissions in the system for summary reports; maintains and tracks information as modified and approved for inclusion in budget reporting.
Other
- Performs system maintenance and evaluates problems to determine the need for enhancements and provide training to departmental users in various financial applications.
- Develops and maintains effective communication both within the department and between the department and other departments, divisions, faculties, the OC community, and external agencies.
- Provides support and assistance to Finance Management team as required and may be assigned special projects in other areas in Financial Services.
- Performs other related duties as assigned.
Education and Experience
Graduation from a four-year degree program or equivalent in a related area is required (e.g. Business Administration, Accounting, Finance, Management, etc.).
A minimum of four years progressive work experience in an accounting or budget-related role. Knowledge of applying and developing policies and procedures related to Public Sector Accounting Standards. Experience in Capital reporting is preferred
Skills and Abilities
- Strong technical accounting and analytical skills;
- Ability to apply principles of logical thinking to define problems;
- Well-developed interpersonal, written and oral communication skills;
- Able to maintain comprehensive knowledge of the College's organization structure, policies, procedures, issues and initiatives;
- Able to establish and maintain positive working relationships with both internal and external contacts;
- Able to effectively manage priorities and ensure accurate data delivery;
- Must have strong organizational and problem solving abilities;
- Able to work independently while supporting a team approach to the overall process;
- Critical thinking skills are key in the performance of the duties of this position;
- Computer skills at the advanced level. Proficient use of computer systems and software including Microsoft Access and Excel, and similar complex databases;
- Knowledge of budgetary processes, including the development and administration of budgets;
- Able to interpret and operationalize complex policies and processes;
- Able to work effectively with minimum supervision
- Able to work in an environment under pressure with strict deadlines;
- Highly developed level of integrity and discretion and able to maintain strict confidentiality and to handle sensitive issues with tact and diplomacy.
Preferred Qualifications
Intermediate to advanced Excel skills; Experience in a Post-Secondary or Public Sector environment
