Summary

Under general supervision, the Lead Code Enforcement Officer performs advanced field inspections, investigates code violations, and ensures compliance with City ordinances, zoning regulations, and adopted building codes. This position plays a key role in mentoring staff, supporting officer safety through training, and assisting in program development and implementation. The Lead Officer represents the department in court, neighborhood meetings, and Council communications, while also coordinating field operations during emergency events.

Pay Range: (Depending on qualifications and experience)

Essential Duties and Responsibilities include the following. Other duties may be assigned.
  • Responds to and investigates citizen complaints regarding potential code violations.

  • Conducts proactive patrols within assigned areas to identify and document code violations.

  • Issues notices of violation, citations, inspection reports, and nuisance abatement work orders for contracted services.

  • Assists in managing case files and preparing cases for administrative warrants and Property Standards Board hearings.

  • Enforce City Ordinances and the Garland Development Code.

  • Represent City at Homeowner and Neighborhood Association Meetings.

  • Testifies and represents the City in Municipal Court and other legal proceedings as required.

  • Maintain required CEU's for all certifications as required by Texas Department of Licensing and Regulation and other applicable agencies.

  • Communicates with property owners and managers through in-person contact, verbal discussion, and written correspondence.

  • Performs zoning inspections to ensure compliance with applicable regulations.

  • Mentors and supports Code Compliance Inspectors and Officers in the field and office, providing guidance and promoting consistency in enforcement practices.

  • Provides regular updates to City Council representatives regarding code enforcement activities and district-specific concerns.

  • Collaborates with Code Compliance Management to develop, refine, and implement new programs, policies, and inspection protocols.

  • Serves in a leadership capacity during emergency events, assisting in the coordination of field personnel and ensuring continuity of code-related operations.

  • Promotes officer safety by leading safety-focused training, reinforcing field safety practices, and supporting adherence to departmental safety protocols.

Minimum Qualifications
  • 60 college credit hours or advanced training beyond high school level in related area.

  • 6 years of experience in code enforcement

  • TDLR Registered Code Enforcement Officer CEAT Certified Code Officer II certification or another applicable certification approved by Management

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred QualificationsEducation/ Experience    
  • Associate's degree in a related field such as Public Administration, Construction Science, etc.

  • 8 years of experience in code enforcement or similar field

  • 2 years leadership/supervisor experience

Knowledge, Skills & Abilities
  • Comprehensive knowledge of applicable ordinances, laws, codes, and regulations

  • Comprehensive knowledge of construction standards and inspection procedures

  • Ability to learn quickly and remain flexible in a fast-paced work environment

  • Ability to maintain neat and concise data

  • Multi-lingual skills highly preferred

  • Basic skills in Microsoft Office (including Word, Outlook, Excel)

  • Comprehensive knowledge of Code Compliance Software system.

  • Comprehensive knowledge of Zoning Regulations

Licenses and Certifications
  • ICC International Property Maintenance Code within 12 months of hire

  • ICC Zoning Inspector within 12 months of hire

  • Completion of a City-approved entry-level management or supervisory course within 12 months of hire

  • Valid Class C Texas driver's license

The incumbent works primarily in an outdoor environment; City issued vehicle, frequent exposure to unpleasant environmental conditions or hazards.  Must be able to lift to 50 lbs.  Must be able to walk on uneven and unpaved surfaces, and unlimited distance.
