As the Senior Manager, Performance Reporting and Analysis in the Strategic and Operational Effectiveness Branch, you will lead a high-performing team responsible for advancing operational excellence through data-driven insights, business process innovation, partner engagement, and technology optimization empowering FRO's frontline services to deliver measurable, high-quality outcomes across the province.

In this role, you will:
- Lead a team of data and analytics professionals to integrate quality assurance data with performance management practices, transforming complex information into meaningful insights that support continuous improvement and service excellence.
- Oversee the program's data strategy by leveraging advanced analytics to identify systemic challenges, foster innovation, and generate insights that connect decisions to measurable outcomes.
- Champion the use of data analytics, performance reporting, and emerging technologies such as AI, machine learning, automation, and cloud platforms to inform strategic decisions and modernize service delivery.
- Navigate ambiguity, assess the ripple effects of decisions, and lead the development of sustainable solutions through root cause analysis and proactive risk mitigation.
- Manage change and transition strategies, including staff development and culture-building initiatives, to ensure successful implementation and sustainability of modernization efforts.
- Build organizational capacity through talent management, strategic planning, and inter-ministerial engagement, while providing expert advice to senior leadership and ensuring alignment with government policies and service commitments.
Leadership and People Management
- Experience leading people and teams, including data and analytics professionals, with clear accountability for results, team development, and performance. You lead by setting direction, coaching others, and building a culture of trust, inclusion, and high performance.
- Demonstrates experience leading inclusive, high-performing teams with accountability for results, coaching, and fostering a culture of trust and collaboration.
- Provides strategic direction for programs and services, overseeing complex change initiatives and aligning resources to organizational goals.
- Strong understanding of strategic planning, project management, and business process improvement, including continuous improvement and service re-engineering.
- Applies expertise in financial, procurement, and administrative policies, including budgeting, fiscal planning, and compliance.
- Proficient in data analytics, Power BI, and data visualization, with experience in statistical modeling and performance measurement.
- Experience in human resources management, including talent development, organizational design, and labour relations.
- Builds strong, trusted relationships across teams and divisions to support collaboration, alignment, and shared goals.
- Communicates complex information clearly and persuasively to a range of audiences, including senior leadership and external partners.
- Demonstrates political acuity and diplomacy in navigating sensitive issues and cross-organizational engagements.
- Applies exceptional interpersonal skills to resolve issues, negotiate solutions, and build consensus in high-pressure environments.
- Delivers clear, concise briefings, presentations, and strategic advice on complex topics to support informed decision-making.
- Evaluates complex issues and leads change initiatives using strategic, ethical, and risk-aware approaches.
- Synthesizes data to inform evidence-based recommendations, policy development, and continuous improvement.
- Applies sound judgment and political acuity to resolve conflicting priorities and support high-impact decisions.
