HEABC leads and supports the strategic planning related to human resources and labour relations on behalf of British Columbia's publicly funded health employers. HEABC is responsible for negotiating provincial agreements for 179,000 unionized health care employees including nurses, physician residents, ambulance paramedics, health science professionals, and more. OPPORTUNITY:
HEABC has an opportunity for a Provincial Disability Management (DM) Consultant. Reporting to the Director, Disability Management and Implementation, the Provincial Disability Management Consultant (the Consultant) leads the coordination, operation, and continuous improvement of disability management (DM) programs and services for HEABC's members related to the Enhanced Disability Management Program (EDMP). The Consultant provides expertise, advice and education related to disability management programs and services within the unionized health sector environment ranging from health authorities to affiliate health care providers.
Responsibilities Include:
- Provincial Coordination: Represents HEABC and its members on cross-sector committees, including working groups with unions and other key provincial partners.
- Partner Engagement: Establishes collaborative partnerships to align practices and resolve systemic challenges.
- Labour Relations Risk Management: Acts as a key partner with HEABC Labour Relations department to proactively identify and mitigate grievance risks. Advises on collective agreement interpretation related to DM, serves as an escalation point on complex union-management disputes, and supports pre-arbitration strategies.
- Program Oversight and Implementation: Coordinates cross-organizational and provincial initiatives to improve DM outcomes, using evidence-based approaches and robust change management strategies. Supports performance monitoring and accountability across employers
- Project Leadership: Manages large-scale, high-impact DM initiatives with provincial scope. Oversees timelines, resources, and communications to ensure successful outcomes.
Required Education, Experience and Skills
Bachelor's degree in disability management or a related health or human resources discipline and a minimum of 7 years' experience administering disability management programs or an equivalent combination of education, training and experience.
- Excellent relationship management, negotiation, communication and interpersonal skills, exhibiting a high degree of customer service aptitude.
- Demonstrated success in leading projects, developing training programs, and using data to drive policy and performance improvements.
- Strong knowledge of disability management related legislation and best practices
- Familiarity with the functioning of organizations and health related human resources within the health sector would be an asset.
- Designation as a Certified Disability Management Professional or similar certification would be an asset (or willingness to work towards).
- Ability to effectively negotiate and manage and resolve conflict.
- A valid driver's license.

Salary Range:
$106,026 to $139,160
Typical Hiring Range:
$106,026 to $132,533
In determining salary, HEABC considers many factors including the successful candidate's skillset and experience as well as internal equity. The final salary offer will be at HEABC's sole discretion and presented as part of a competitive total compensation package.
