Range of Pay: Group 12 - $3,605.70 to $4,244.10 bi-weekly

Estimated Probable Start Date: January 24, 2026

The eligibility to work remotely is to be determined.

Main Function: To supervise employees delivering Ontario Works programs and services.

Characteristic Duties: Under the direction of the Social Services Program Manager.

  1. Supervise designated teams and provide technical expertise. Delegate and distribute workload and other resources to staff.
  2. Review and monitor the completion of applications for Ontario Works programs and services.
  3. Review, monitor, and authorize, where required, the issuance of financial and/or employment assistance, in accordance with legislation, regulations, directives, local business procedures and case management plans.
  4. Provide input into the development of performance measures and monitor the achievement of Ontario Works staff; coordinate the distribution of workload, delegate assignments to staff and deploy resources to ensure results are achieved.
  5. Participate in human resource management, including: the hiring, training, promotion, or discharge of division personnel; perform annual performance appraisals and dispense discipline as required. Act as management representative at the first stage of the grievance procedure.
  6. Facilitate special projects as required.
  7. Develop policies and processes and provide input on programs and services to ensure effective customer service and efficient program delivery.
  8. Review and maintain current knowledge of applicable legislation, regulations, directives, and local business procedures (e.g., Ontario Works, Ontario Disability Program).
  9. May act as the section's representative on community boards/agencies in a consulting or resource capacity as directed.
  10. Develop and maintain a thorough working knowledge of City of Greater Sudbury's (CGS's) Safety Manual and applicable provincial legislation listed therein.
  11. Performs other related duties as required.

Qualifications:

Education and Training:

  • Successful completion of a community college diploma course in a relevant discipline (Social Work, Social Sciences).

Experience:

  • Minimum of four (4) years of related social services experience including case managing and supervisory experience.

Knowledge Of:

  • CGS's priorities.
  • Applicable legislation, regulations, and directives.

Abilities To:

  • Demonstrate supervisory skills.
  • Demonstrate specialist experience (e.g., counselling, agency liaison, program/case evaluation, experience in a performance-based environment, etc.).
  • Demonstrate problem-solving skills.
  • Manage conflict; mediate disputes; assist in reaching consensus.
  • Create and maintain enthusiasm and motivation for employees to pursue the section's targets.
  • Understand and meet the needs of customers in accordance with the vision, mission, and broad policy objectives of CGS and the vision and mission of the division.

Personal Suitability:

  • Mental and physical fitness to perform essential job functions.

Language:

  • Excellent use of English; verbally and in writing.
  • French verbal and written skills an asset.

Other:

  • May require the use of personal or CGS vehicle on CGS business. Must be physically capable of operating a vehicle safely, possess a valid driver's licence, have an acceptable driving record, and personal insurance coverage

Competencies: Competency Library - Level 2 Proficiency (Supervisory)

This job is also being posted as a development opportunity. Should there be no fully qualified candidate for this position, a candidate who can be expected to meet the required qualifications within a reasonable period of time may be considered for this position as a development opportunity.

Development opportunity range of pay: $3,197.60 to $3,764.60 bi-weekly. The successful candidate will be paid at the reduced range until the minimum qualifications have been met.
