The
senior land use planner
is responsible for, under the direction from management, developing and implementing land use planning and policy initiatives that guide the future use and development of port lands and waters; preparing land use strategies and plans with an emphasis on the port authority's major business sectors; undertaking stakeholder engagement and consultation processes related to the above; and, representing the port authority's interest in land use policy initiatives undertaken by external agencies including local municipalities and Metro Vancouver.

What You Do

  • Lead and/or participate in interdepartmental and cross-corporate teams in undertaking land use planning and policy initiatives, including port-wide, local area and/or site-specific plans.
  • Prepare land use strategies and plans with an emphasis on the port authority's major business sectors.
  • Administer a procurement process to retain consultants as required and oversee their work to ensure deliverables are met on time and within budget.
  • Evaluate preliminary proposals for larger-scale development of VFPA properties to ensure compatibility with VFPA Land Use Plan, sustainability vision, sector strategies and other strategic objectives for the use and development of VFPA properties.
  • Conduct research and analysis and prepare reports and land use policies relating to optimizing the use and development of port land and waters.
  • Provide recommendations regarding the timeframe to develop VFPA's industrial properties, as well as recommendations regarding future potential land acquisitions, taking into consideration VFPA's current assets, local market conditions and the demand for future port-related industrial facilities.
  • The Senior Land Use Planner is required to have a strong understanding of VFPA's Land Use Plan and to coordinate with Development and Transportation Planning teams and other VFPA staff on any updates or revisions to the Plan.
  • Maintain an understanding of commodities handled at the port, the environmental, social, and economic implications associated with each commodity, their development implications, and their relative impacts on the port's mandate.
  • Monitor long-range commodity forecasts and compare them with terminal capacities including proposed productivity improvements to assess future terminal capacity requirements to meet anticipated demand.
  • Prepare and deliver communication materials including presentations, briefing notes and reports in different forums to internal and external audiences.
  • Undertake or lead the preparation of analysis of development alternatives and scenarios for VFPA properties, including coordinating internal dialogue, consultant studies, liaison with potential tenants/applications, and making recommendations to management on study findings and preferred options to optimize the use of VFPA property.
  • Facilitate VFPA preliminary assessments of development proposals for VFPA properties, including coordinating internal reviews, liaison with senior representatives of proponents, and drafting recommendations to management.
  • Develop, track and monitor budgets on VFPA projects and work with the Manager, Land Use Planning in the preparation of business cases.
  • Prepare submissions seeking approval of capital budgets that provide robust financial analysis and a comprehensive business case.
  • Coordinate and work closely with cross-cultural corporate teams to complete the required strategic and interdepartmental initiatives.

What You Bring

  • A university degree in urban planning, urban land economics, engineering, or other another acceptable degree
  • A minimum of 5 years' senior experience administering complex and controversial projects in land use planning and policy development, experience in leading engagement and consultation processes to develop land use policies, strategies, and plans.
  • Must be eligible for membership with the Canadian Institute of Planning.
  • Must possess outstanding interpersonal, organizational and communication skills, a strong orientation to customer service and an ability to work independently to achieve results.
  • Must possess advanced skills in Excel and familiarity with MS Project and AutoCAD. Proficiency in the use of current office productivity software is required.

Working environment:
