Corporate Profile Canada Enterprise Emergency Funding Corp. (CEEFC) is a subsidiary of Canada Development Investment Corp. (CDEV) established in 2020 and whose mandate is to administer the Large Employer Emergency Financing Facility (LEEFF) and the Large Employer Tariff Loan (LETL) facility since March CEEFC was originally tasked with launching and administering the LEEFF program in response to the economic impact of the COVID-19 pandemic. LEEFF made emergency loans available to Canada's large employers that were unable to access traditional sources of capital at the time to keep them solvent and to support retention of tens of thousands of Canadian workers. LEEFF stopped taking new applications in In March 2025, CEEFC was mandated to establish and administer the LETL facility to support large Canadian enterprises affected by actual and potential new tariffs and countermeasures and which face challenges accessing traditional sources of market financing.   CEEFC's loan programs protect Canadian jobs and the Canadian economy by helping Canadian businesses remain solvent in times of significant economic shock. Loans provided under these programs are intended for otherwise viable large organizations that are unable to quickly access traditional sources of capital to manage and bridge liquidity needs through a period of significant economic uncertainty.   CDEV is a self-sustained federal Crown corporation that has become the entity of choice for critical financial transactions needed to help the federal government achieve its goals and maximize the value of its corporate assets. Reporting to a Director – Execution, the Associate will play a key role in supporting the execution of the LETL facility, including transaction assessment, financial analysis, and credit evaluation. The Associate will work closely with senior team members and external advisors to support due diligence, financial modelling, and portfolio management activities. The role requires a strong analytical mindset, attention to detail, and the ability to manage multiple workstreams within a dynamic and high-profile mandate. The position will be based in either Toronto or Ottawa, where CDEV offices currently have a hybrid work option.
Responsibilities
  • Conduct research and detailed financial/credit analysis of applicants, including review of financial statements, forecasts, and risk metrics to inform decision-making.
  • Support the CEEFC project execution team in the assessment and management of LETL facility transactions, working closely with internal stakeholders and external financial and legal advisors.
  • Develop financial models related to ongoing transactions and projects, based on research / analysis drawing on a variety of sources, using standard operating procedures and industry best practices to evaluate borrower performance, structure loan terms, and support ongoing portfolio monitoring.
  • Conduct industry and sector research to identify trends, risks, and potential implications for existing and prospective borrowers.
  • Assist in the preparation of reports and presentations for internal review committees, CEEFC's senior management, and the Board of Directors.
  • Manage workstreams from initiation to completion within your area of responsibility, ensuring deliverables are completed on time and to a high standard.
  • Maintain organized and up-to-date project documentation, ensuring accuracy, completeness, and compliance with internal procedures.
  • Collaborate with the CEEFC team to enhance internal processes and analytical tools used in financial and risk analysis.
  • Provide guidance to Analysts and Interns, supporting the development of their technical and analytical skills.
  • Represent CEEFC in external meetings with advisors, borrowers, and Government of Canada officials, as required.
 Key Skills and Attributes
  • Bachelor's degree, ideally in a discipline related to the position e.g. Finance, Accounting, Business / Commerce, or Economics
  • Minimum of 3-5 years of relevant experience, which could include transactions and deals; credit analysis; risk assessment and management; commercial or corporate lending, including distressed debt or restructuring; portfolio management; debt financing; project finance; major capital projects; valuations and investment appraisal, etc
  • Strong analytical skills with demonstrated ability to build and manipulate integrated financial models
  • Strong proficiency in MS PowerPoint, Excel (including e.g. Power Query, Power Pivot, Power BI, VBA etc.), Word and Bloomberg; other digital enablement and coding related skills are also an asset
  • Ability to create professional reports for senior management and Board of Directors, with oversight
  • Ability to exercise discretion and engage tactfully when interacting with external parties, e.g. CDEVs subsidiary teams, CEEFC's borrowers, the Government of Canada and external auditors
  • A team player who is flexible, enjoys variability and can work on a diverse range of projects, including those that are highly sensitive and confidential
  • Lead by example, demonstrating a high standard of accuracy, diligence and ethical conduct in the performance of responsibilities and inspiring colleagues through a positive attitude, a strong work ethic and collaborative approach to teamwork
  • Proficiency in coaching and mentoring practices
  • CPA, CFA, or MBA is an asset
  • Proficiency in both official languages is an asset
