The Preventive Community Services (PCS) division is responsible for programs, administering funding and working closely with community partners to prevent and address a wide range of social issues. This includes homelessness where the division works to ensure Albertan's experiencing homelessnes have a safe place to stay and can be connected to housing with appropriate supports to help them exit homelessness. PCS also contributes to the ministry's mandate of supporting vulnerable Albertans with low incomes meet their basic needs through funding to municipalities as part of the Family and Community Support Services (FCSS) Grant and FCSS Accountability Framework, the low-income transportation, food security and Service Dog Programs.

Role Responsibilities

The Director provides strategic leadership and oversight for housing and homelessness initiatives across Alberta, including adult emergency shelters, supportive housing, and related programs. Working with their leadership colleages to manage a budget exceeding $200 million, the Director ensures effective allocation of grant funding to shelter operators and homeless-serving agencies to deliver housing-focused, recovery-oriented supports.

The role requires a visionary leader who can build and maintain partnerships with community organizations, municipalities, federal counterparts, and cross-ministry partners to deliver coordinated, outcome-based programs that align with Government of Alberta priorities and support vulnerable Albertans.

Key Responsibilities:

  • Lead the design, delivery, and evaluation of provincial homelessness and housing support programs.
  • Oversee funding agreements, budgets, and performance outcomes to ensure efficient use of ministry resources.
  • Promote a housing-focused, recovery-oriented service model across emergency shelters and community supports.
  • Develop and strengthen partnerships with municipal, federal, and community stakeholders to advance homelessness reduction strategies.
  • Lead a team of managers and professional staff through coaching, mentorship, and performance management.
  • Provide strategic advice and risk management to senior leadership and government on homelessness and housing policy.
  • Represent the branch on cross-ministry initiatives and support the Executive Director as required.

Qualifications

University graduation in a field related to the position assignment, supplemented by six years progressively responsible experience. Related experience or education may be considered as an equivalency on a one for one basis.

  • Extensive experience in leadership and program management in housing, homelessness, or related social services.
  • Expertise in managing budgets, human resources, and grant negotiations.
  • Strong communication, negotiation, and problem-solving skills, with experience in issues management.
  • Knowledge of homelessness issues, including mental health, addictions, poverty, and services for diverse populations.
  • Ability to develop and maintain strategic partnerships with various stakeholders.
