Contract Parking Patroller

Position Summary
The Parking Patroller (Contract) is responsible for monitoring and enforcing parking regulations on private properties managed under the iStall platform or associated Licensee networks. Operating as an independent contractor, the Patroller ensures compliance with posted parking rules, promotes orderly use of parking facilities, and issues private property parking citations in accordance with applicable laws and company policies.
This role requires the use of the contractor's own vehicle and offers reimbursement at $0.35 per kilometre for patrol mileage.

- Hourly Pay: $18.75/hour
- Commission: $2.00 per paid citation
- Mileage Reimbursement: $0.35/km
- Vehicle Requirement: Must supply a reliable, insured personal vehicle suitable for patrol operations
Reporting Structure
- Reports to: Patrol Manager or Property Administrator (as designated)
- Coordinates with: Call Center Staff, Licensee Administrators, and Enforcement Review Team
Core Responsibilities
Patrol & Inspection
- Conduct regular and scheduled patrols of assigned properties using a personal vehicle.
- Identify vehicles in violation of posted parking rules (e.g., no permit, expired payment, unauthorized stall).
- Verify license plates, permits, and payment sessions via mobile enforcement applications or LPR systems.
Citation Issuance
- Issue private property parking citations in accordance with Licensee policy and private enforcement legislation.
- Record violations accurately, capturing photos, timestamps, GPS coordinates, and reason codes.
- Use approved digital or physical citation methods (iStall Patrol app or citation books).
- Where permitted, issue warnings instead of citations following pre-defined permissions.
Signage Installation & Maintenance
- Assist with the installation, inspection, and maintenance of regulatory and informational parking signage to ensure compliance with applicable bylaws and private enforcement standards.
- Confirm that signage remains clearly visible, unobstructed, and properly mounted at required entry points and within each enforcement zone.
- Replace damaged, missing, or outdated signage as directed, documenting all installations and repairs with time-stamped photos.
- Report any inconsistencies between posted rules and system-configured enforcement parameters.
Data Integrity & Compliance
- Maintain accurate patrol and citation logs in the enforcement system.
- Uphold evidentiary standards required for dispute resolution or MLEO compliance.
- Handle all license plate and personal information in strict adherence to privacy legislation.
Professional Conduct & Public Interaction
- Maintain professionalism when approached by residents, visitors, or contractors.
- Provide general information about parking policies or dispute processes.
- Avoid confrontation and immediately report any incidents or unsafe behavior to supervisors.
Safety & Operational Readiness
- Wear designated uniform and visible identification while on patrol.
- Ensure personal vehicle is maintained, insured, and equipped for patrol duties.
- Exercise caution when patrolling at night or in adverse conditions.
Decision Authority
- Authorized to issue citations and warnings in accordance with Licensee rules.
- May request cancellation or review of a violation but cannot approve one.
- Not authorized to tow, boot, or immobilize vehicles unless separately contracted and trained.

- Patrol coverage and consistency
- Accuracy and validity of issued citations
- Dispute uphold rate (validity of enforcement actions)
- Professional conduct and compliance with procedures
- Timeliness of reporting and data submission
Qualifications
- Valid driver's license and clean driving record
- Access to a reliable, insured personal vehicle (required)
- MLEO certification (Municipal Law Enforcement Officer) is considered a strong asset
- Training available for qualified candidates who do not currently hold MLEO certification
- Must have a clean criminal record check to qualify for certification
- Experience in parking enforcement, private security, or by-law enforcement preferred
- Strong written communication and mobile device proficiency
Work Conditions
- Independent field work in both indoor and outdoor environments
- Frequent walking and driving between patrol sites
- Exposure to inclement weather and occasional confrontational situations
- Flexible hours, including evenings and weekends

- Personal vehicle and smartphone (mandatory)
- iStall Patrol or equivalent digital enforcement platform
- Citation books or mobile printer (where applicable)
- Uniform and ID badge (provided)
