Duties:

  1. Provides leadership and guidance to the unit to support the successful execution of the Service's strategic goals, including finance and payroll.
  2. Manages staff through leading, organizing, coordinating workloads, assigning tasks, and engaging in change management.
  3. Manages team leadership and development, including hiring, onboarding & orientation, training, coaching, development, and feedback. Responsible for performance management, and disciplinary action when required.
  4. Establishes goals and priorities, identifies risks, sets standards, measures results, and ensures alignment with strategic and operational priorities, budget, schedules, policies, procedures, and standards. Determines resource allocations to ensure the smooth and effective operation of the Section.
  5. Identifies, recommends and implements changes to accounting procedures, policies, and systems to ensure that internal control objectives are met, including implementing recommendations of auditors.
  6. Provides professional advice and confidential recommendations regarding financial matters and financial policy direction and consultation.
  7. Leads a financial team responsible to plan, organize, direct and control the operation of the accounting and payroll system.
  8. Leads, plans, organizes, and controls the year end processes and reporting activities in accordance with professional standards and generally accepted accounting practices, including reviewing, implementing and training on new or revised Public Sector Accounting Standards
  9. Leads a financial team responsible for ensuring the tangible capital assets and depreciation are properly recorded for financial statement purposes.
  10. Plans, controls, analyzes and reports on the monthly financial results including forecasting and budget to actual variances for the Office of the Chief.
  11. Participates in business and strategic planning for the finance department and supports organizational change initiatives and associated process improvement.
  12. Ensures the accuracy, completeness, and accessibility of financial information. Leads the analysis and reporting of this data to assess trends, performance, and sustainability of various initiatives or programs along with exploring potential scenarios to guide future decisions.
  13. Ensures compliance with the financial policies and practices of the organization, with applicable negotiated agreements and municipal, Provincial and federal laws and regulations.
  14. Oversees specialized accounting functions, including reconciliation, maintenance and enhancement of subsidiary systems.
  15. Performs other related duties as assigned.

Qualifications:

  • Degree in related discipline plus completion of a professional Canadian accounting designation, i.e. CPA.
  • Six to eight years' progressively responsible experience in financial management, and analysis.
  • Thorough knowledge of the principles and practices of management and organizational planning.
  • Thorough knowledge of Public Sector Accounting Standards
  • Knowledge of the principles of financial management information and internal control systems.
  • Ability to provide leadership and consultation through problem-solving, consensus, stakeholder involvement and dialogue.
  • Demonstrated ability and willingness to be accountable for personal performance and the performance of staff.
  • Demonstrated ability to direct and support staff in achieving desired results.
  • Thorough knowledge of GST and PST legislation.
  • Considerable knowledge of automated financial systems and processes.
  • Demonstrated ability to communicate effectively orally and in writing.
  • Demonstrated ability to manage relationships and influence change through use of effective interpersonal skills
  • Demonstrated ability to establish and maintain effective working relationships with employees, other agencies, and senior administration as well as the Board of Police Commissioners.
  • Experience in a Municipal Environment would be an asset.
  • Ability to pass the Saskatoon Police Service security clearance process.

Salary:

$111,094.08 to $130,535.28 per annum (2025 rates)
