I am currently working on a request for the Client It is a 100% onsite role in Regina, and travel may be required to and from Regina to Saskatoon.

Background

The Saskatchewan Cancer Agency's Population Health Department is responsible for the province's organized cancer screening programs (BreastCheck, CervixCheck, Colorectal, and LungCheck) and related prevention and health promotion initiatives. The department works closely with the Saskatchewan Health Authority (SHA), eHealth Saskatchewan, and the Ministry of Health to plan, implement, and provide population-based programs that improve early detection of cancers.

As part of this work, the Agency is leading the provincial transition of CervixCheck to HPV Primary Screening and Self-Sampling, a major high-profile initiative that will transform how cervical cancer screening is delivered in Saskatchewan. This initiative includes new clinical guidelines, laboratory testing platforms, IT system changes, provider and public education, and new operational processes to support client navigation and follow-up.

To successfully coordinate a complex programmatic transformation across multiple organizations, the SCA is seeking an experienced Project Manager to lead and integrate the various project components, ensuring alignment across clinical, laboratory, IT, and community engagement workstreams, and supporting readiness for provincial implementation through 2026–27.

Detailed Requirements:

The Project Manager will lead the project team to deliver coordinated execution of the HPV Primary Screening Implementation project, managing multiple workstreams and stakeholders across organizations.

The Project Manager will:


• Provide project leadership, structure, and accountability to a multi-disciplinary team representing SCA, SHA, eHealth, and the Ministry of Health.


• Manage the project roadmap, ensuring all working groups (Clinical, Lab, IT, Community Engagement, and Operations) are aligned, interdependencies are clear, and timelines are met.


• Develop and maintain project plans, manage scope, schedules, risk registers, and communication plans in collaboration with the various work stream leads and accountables.


• Coordinate and facilitate project meetings, ensuring materials, decisions, and next steps are clearly documented and tracked.


• Oversee project performance metrics and reporting for the Business Owners, Executive Sponsors and Steering Committee.


• Support change management, stakeholder engagement, and readiness planning across partner organizations.


• Promote collaboration and a "one-team" mindset among all stakeholders.

Travel between Regina and Saskatoon may be required.

Qualifications:

Candidates should possess the following knowledge, skills and abilities:


• Proven experience leading large, multi-stakeholder projects in healthcare.


• Working knowledge of healthcare program development and operational implementation.


• Knowledge of industry best practices and principles, including change management, stakeholder engagement, and quality improvement.


• Healthcare program experience involving collaboration across clinical, technical, and operational teams.


• Strong leadership and supervisory skills to guide cross-functional teams through project phases.


• Ability to rally teams under pressure and maintain focus on objectives, outcomes, and the broader system impact.


• Executive-level communication ability, including the skill to present complex information to audiences with varying levels of technical and clinical understanding.


• Strong interpersonal and conflict-resolution skills, demonstrating tact, diplomacy, and professionalism.


• Ability to comprehend complex business and clinical issues, connecting strategic intent to operational realities.


• Demonstrated systems thinking, attention to detail, and ability to manage multiple interdependent workstreams


• A collaborative, adaptive, and relationship-oriented approach that fosters trust and accountability.

Education, Accreditation and Work Experience:

Education:


• Bachelor's degree in health administration, business, computer science, or a related discipline.

Accreditation:


• Project Management Professional designation preferred.


• Additional certifications (e.g., PRINCE2, Prosci) considered an asset.

Experience:


• 7-10 years of experience managing integrated projects and teams.


• 3-5 years of Healthcare related experience.


• Proven ability to lead through influence, manage ambiguity, and deliver results in partnership environments.

Deliverables:

The Project Manager will be responsible for bringing detailed project team structure and project management rigour to the work already underway.

The Project Manager's primary focus will be to strengthen project discipline, improve visibility and communication, and ensure delivery of milestones according to approved plans and schedules.

Key deliverables include:


• Rapid familiarization and assessment of the current state of the HPV Primary Screening project, including existing plans, timelines, risks, and structures.


• Refinement and integration of project management tools and assets such as work breakdown structure, schedules, risk registers, decision logs, and communication plans to ensure consistency, clarity, and accountability across workstreams.


• Regular progress and risk reporting to business owners.


• Enhanced communication and coordination across clinical, laboratory, IT, and community engagement workstreams to ensure alignment of priorities and timelines.


• Support for new or emerging project components, including the development of charters, detailed project plans, and readiness assessments as required.
