About the Role:

The Shift Supervisor, Municipal Operations will be responsible for responding to after-hour service calls and directing staff required for emergency repairs and/or other operational activities that extend beyond the regular weekday work hours and on weekends. The Supervisor will routinely oversee up to 7 staff and periodically, in the case of winter operations, as many as 21staff.

The Shift Supervisor will work collaboratively with the individual Unit Supervisors to ensure continuity in operation of roads, wastewater collection, water distribution and passive parks. The Shift Supervisor will also guide and direct Temporary Supervisors assisting in larger after-hour operations.

The Shift Supervisor, will be expected to obtain and then, maintain provincial designation as a Certified Roads Supervisor (CRS-I) and/or as a Certified Engineering Technician (C.Tech).

What You'll be Doing:

Responds to reports of problems and/or requests for services beyond regular working hours including:

  • Inspecting reports of problems and/or failure of municipal road, wastewater, water and parks infrastructure; assesses cause of problem and determines required course of action
  • Takes immediate action to mitigate safety risk to the public and/or damage to infrastructure systems
  • Issues Call Outs and/or dispatches On Duty staff as required to attend scoped emergencies such as: routine watermain breaks, sewer lateral blockages, damaged/missing traffic signs, hazardous debris clean up on roads, blocked drainage inlets, routine environmental spills
  • Escalates large scale and/or non-routine problems to the appropriate Manager or, in the case of Water Distribution or Wastewater Collection system, to the designated "Overall Responsible Operator"

Oversees planned and/or anticipated after hour operations including:

  • Implements planned road closures and traffic diversions for special events
  • Monitors pre-planned watermain and sewer repair and maintenance activities that occur/extend beyond the normal workday
  • In winter season, monitors and assesses roadway conditions and deploys staff and equipment resources to affect ice and/or snow mitigation is accordance with city Service Level Standards
  • When assuming oversight of non-routine works, consults with primary Unit Supervisor to understand specific operational measures that must be followed

Maintains a safe workplace by:

  • Ensuring that assigned staff are provided with and use the appropriate equipment, material, and/or procedures required to safely perform assigned duties.
  • Monitors work activities performed by staff and/or contractors to ensure core safety measures are followed specifically: Traffic Safety, Confined Space Entry, Trench Protection, Fall Arrest and PPE)
  • Intervenes and/or escalates as necessary to ensure a safe work environment is restored.
  • Uses appropriate situational awareness and authority to determine and take corrective action when city staff are found contravening compliance with the health and safety, policies or procedures

Ensures appropriate use of city resources by:

  • Issuing overtime call-outs in accordance with city practices and Service Level Standards
  • Assigning personnel and equipment
  • Authorizing timesheets
  • Reviewing Work Order documentation for completeness and accuracy

Demonstrates and maintains proactive communications by:

  • Speaking with public to determine the nature and urgency of the service request and advising as to appropriate follow up
  • Briefing staff on the objectives and requirements of an after-hour call out
  • Supporting and promoting a respectful workplace as per the City's Code of Conduct Policy

Maintains and develops competency related to infrastructure operations by:

  • Attending industry sector courses, workshops, conferences to keep abreast of new maintenance technologies, repair techniques, materials, etc.
  • Participating in the development and implementation of corporate asset and maintenance management systems
What's Required:
  • Completion of a two (2) year Community College Diploma in a directly related field such as Civil or Construction Technology
  • A minimum of five (5) years relevant field experience in the construction, repair and maintenance of pavement, boulevard and traffic system infrastructure.
  • Certified by the Association of Ontario Road Supervisors; CRS-I or higher, and/or
  • Certified by the Ontario Association of Engineering Technicians & Technologists; C.Tech or higher
  • The Supervisor must be available to work rotating 12 hour shifts, 7 days a week
  • Able to prioritize and respond to competing demands
  • Ability to deal with conflict
  • Interpersonal skills; able to maintain effective working relationships
  • Attention to details
  • A demonstrated commitment to enhancing a safety culture through effective management with the goal of achieving a healthy and safe operation.
  • Proven completion of Ministry of Labour Supervisor Health and Safety Awareness training.
  • Basic technical knowledge of:
  • materials, techniques and practices for roadway maintenance and construction
  • components and function of water distribution systems
  • components and function wastewater/sewer systems
