Job Description
Job Summary

Reporting to the Manager, ERP Business Support, the Senior ERP Business Specialist is responsible for ongoing operational functional development, data integrity, integration, and security of the Enterprise Resource Planning (ERP) system; planning, coordination and execution of issue resolution, including development, testing and troubleshooting; finding efficiencies and improvements in existing client systems; and planning and implementing new systems and processes that help Regional ERP clients (including Niagara Region and its agencies, boards and commissions, and external shared services partners) align with strategic objectives while maintaining consistency with divisional and corporate policies, and IT Solution's technological architecture. Through systemic review and analysis across multiple lines of business, they bridge the gap between business functions, finance, procurement, and IT by identifying how technology can meet operational objectives and long-term goals, while streamlining processes and supporting growth.

Education
  • Post-secondary degree in Information Technology, Computer Science, Business Administration, Finance, or other related field of study
  • Formal training in business analysis (e.g. CBAP), ITIL, project management (e.g. PMP), process redesign or other similar discipline is preferred
  • LEAN/Six Sigma certification is preferred
  • Minimum of 8 years systems planning, support, conceptual design and feasibility study experience in a medium to large organization of a complex diverse nature is preferred
  • Minimum of 5 years demonstrated knowledge in ERP system (e.g. PeopleSoft) and functional system analysis is preferred
  • Proficiency in two or more modules/areas in the following tracks is preferred:
  • procure to pay (e.g., procurement, accounts payable, commitment control)
  • service to cash (e.g., billing, accounts receivable, banking)
  • record to report (e.g., general ledger, budgeting, project costing, reporting)
  • third-party interfaces (e.g., PCC, Yardi, SAMS, InforEAM, CityWorks)
  • enterprise component system configuration (e.g., workflow, security configuration, query design)
  • Project management experience and in-depth experience developing software and business process testing scripts and procedures is preferred
  • Knowledge of business process modeling, structured analysis, design techniques, lean practices and/or continuous quality improvement methods
  • Knowledge and understanding of financial and/or procurement principles, policies, procedures/processes, and reporting requirements is preferred
  • Well-developed analytical, diagnostic, and problem-solving skills, with an ability to successfully manage multiple priorities in a fast-paced, time sensitive environment
  • Excellent communication skills and experience with peer-to-peer coaching and influencing
  • Advanced proficiency in Microsoft Office tools, particularly in Excel

Knowledge
Responsibilities
Maintains the financial ERP application, documenting processes, reviewing for efficiencies by facilitating business analysis activities/sessions with internal and external business area experts, managers, senior managers and IT Solutions staff (40% of time).
  • Maintains and troubleshoots ERP core configuration such as workflow, batch schedules, security roles and access, as well as for specific modules and interfaces ensuring data integrity.
  • Provides consultation and develops, implements, and maintains multiple tree structures, combination editing rules, and calendars for business transaction and reporting requirements, including one-time requests and broader organizational structure realignments.
  • Ensures the integrity of all Regional ERP clients' (including Niagara Region and its agencies, boards, and commissions, and external shared services partners) compliance to delegated approval authority under various procurement bylaws and policies.
  • Maintains a current knowledge of modules implemented and awareness of potential future opportunities to provide support for existing system, recommendations for future upgrades, and adherence to and improvement of accounting controls.
  • Gathers client business requirements, formulating logical statements of business problems and facilitating/leading the process for devising solutions to business problems using ERP/information technology or other means.
  • Reviews existing functionality and reporting to assess business requirements in response to requests for customizations/enhancements, promoting standardized processes.
  • Researches and tests processes to solve operational issues from a business support perspective, working with business area subject-matter experts for process and concept validation.
  • Gathers and documents requirements, develops, tests, and maintains queries and reporting layouts (i.e. nVision), working with leaders, operational decision makers, and stakeholders that are dependent on finance and procurement data for core business deliverables.
  • Works with IT Solutions staff in the design and validation of third-party system interface loads (e.g., PCC, Yardi, SAMS, InforEAM, CityWorks, CityView, etc.).
  • Conducts process reengineering and recommends changes to client area work methods for efficiencies, productivity improvements, and data accuracy.
  • Audits the work of ERP Business Analysts related to maintenance of ERP security such as roles, permission lists, adding and inactivating users, and chartfield changes, and provides education and coaching on system processes as needed.
  • Completes quarterly and annual process and segregation of duties audits to ensure accuracy, completeness, and compliance with policies, procedures, and bylaws.
  • Recommends standards, policies and procedures to Regional ERP clients and ensures adherence.
  • Advises business leadership on how to best leverage technical resources for business-specific activities to be in alignment with organizational/divisional strategic direction.
  • Provides cost effective solutions to meet departmental objectives through the application of information technologies and/or business process improvements.
Leads ERP projects, ensuring delivery of defined scope within budget and timelines with consultation of business area experts, managers, senior managers and IT Solutions staff (30% of time).
  • Identifies need for project and develops project scope, success criteria, stakeholder analysis, schedules, risk assessments and plans.
  • Liaises with Regional ERP clients to understand resourcing (e.g. cross departmental, outside parties, external consultants, etc.), assigns tasks, manages implementation activities, ensures adherence to schedules and costs, tracks and monitors progress and ensures project team and clients are informed through regular project updates.
  • Evaluates project/testing scopes from a business support perspective and engages IT Solutions staff for technical support.
  • Works with an interdisciplinary project team, executes testing of upgrades and patches (e.g. PeopleSoft Upgrade Manager (PUM), PeopleTools, etc.), validating processes and customizations for changes to process flows and client experience by developing, executing, and documenting test cases and results.
  • Regression tests changes recommended by IT Solutions and third-party system providers to existing functionality, customizations, interfaces, etc. prior to production migration.
  • Reviews and evaluates the results of program and systems testing with stakeholders.
  • Develops user-acceptance scripts and documents testing of solutions with Regional ERP clients for sign off.
  • Ensures that all project and task timetables are kept up-to-date and provides regular status reports to Manager, highlighting any potential risks and mitigation strategies.
  • Liaises with vendors to ensure that schedules, guidelines and protocols are adhered to and client requirements are met.
Fosters, influences, and maintains relationships with internal/external stakeholders, client business units and project participants and within the team (15% of time).
  • Provides feedback on and manages stakeholder/client expectations and issues, communicating the ERP concept and providing an understanding of the system and its benefits.
  • Shares information regarding initiatives and other best practices with divisional and IT Solutions staff.
  • Provides mentorship and leadership as a point of escalation for the ERP Business Analyst, and subject-matter expert support for the Financial Management & Planning and Procurement & Strategic Acquisitions teams.
  • Demonstrates confidence in system and process knowledge to foster the trust of Regional ERP clients
  • Develops strong working relationships with key staff within the division, IT Solutions and internal and external client departments.
  • Liaises with agencies, boards and commissions and local area municipal partners to share information and identify opportunities for business/information systems integration.
  • Provides client support services by addressing multi-faceted inquiries and providing clear guidance on procedures and processes, communicating complex ERP concepts in a way that is easily understood by clients while addressing root causes to foster growth and knowledge in system users
Prepares reports, memos, drafts, letters, guidelines, procedure documentation and other correspondence and conducts presentations (10% of time).
  • Contributes to the development of strategic and implementation plans, ensuring that major initiatives are in line with ERP, Financial Management and Planning, Information Technology Solutions and the Region's strategic direction, and providing ongoing support of automation initiatives within the supported departments.
  • Documents process flows and procedures, ensuring they are maintained and accessible.
  • Works with ERP Education and Communication Advisor to develop innovative training materials and job aids for clients on systems/procedures, reviewing the final product and attending training sessions for additional support.
  • Leads interactive workshops on processes for client groups.
  • Prepares end-user documentation as required to support client applications and increase understanding/acceptance of new processes.
  • Develops reports delineating the status and outcomes of each event, including efficiencies gained, increased customer satisfaction and/or reduced cost or savings realized.
  • Develops and maintains queries and ad hoc report requests to support financial and procurement disclosures as well as other regulatory and council reporting requirements.
  • Provides feedback and change management process recommendations.
Identifies opportunities to improve/enhance processes and business solutions (5% of time).
  • Takes initiative to review technical literature regarding system methodologies, develop productivity tools and techniques.
  • Interprets new or revised legislation and legal or policy decisions, making appropriate recommendations regarding process changes or technology solutions to meet the Region's obligations arising from regulatory commitments.
  • Explores and evaluates new techniques, practices, or technologies that meet the corporation's strategic goals.
