The Saskatchewan Police College (SKPC), is seeking an experienced police leader to manage the 22 week Recruit Training Program (RTP). This position oversees curriculum development, training delivery, and performance evaluation for police recruits, ensuring alignment with provincial standards and best practices.

As the Manager of RTP, you will:

  • Lead Training Programs: Design, implement, and continuously improve competency-based training aligned with provincial policing standards.
  • Supervise Training Officers: Coordinate assignments, training, and performance for permanent, seconded, and external Training Officers.
  • Evaluate Recruit Performance: Set objectives, conduct assessments, and provide feedback to police agencies on their recruits to ensure readiness for field deployment.
  • Manage Projects and Resources: Oversee timelines, staffing, venues, and budgets for training initiatives.
  • Maintain Standards: Update course training standards, instructional materials, and evaluation tools.
  • Adapt to Trends: Monitor developments in policing and adult education to keep programs current and effective.

Typically, the competencies required for this position would be obtained through graduation from a police academy in Canada, extensive experience in operational policing and supervision of police officers, supplemented with a university degree in education or experience in training needs analysis, and the facilitation of training.

The ideal candidate will also possess extensive experience in delivering police training and instruction in Firearms, Police Defensive tactics and police sciences. This candidate wil also lead and function as part of the SKPC team to plan, manage and facilitate a wide range of courses to police officers and civilian police personnel that will develop their personal and professional knowledge, perspectives and skills consistent with the desired performance standards within law enforcement agencies.

In this position you will be responsible to act as a role model and supervising candidates undergoing training. You will also be responsible for reporting evaluations to the participant's law enforcement agencies from across the province. As well you will be coordinating and organizing the delivery of training at several different facilities and on occasion help facilitate classroom or scenario training.

The successful candidate will have experience in strategic thinking and planning, evaluation performance, instructional design, delivery of course training standards, adult learning principles, problem-based learning exercises and evidence based policing.

The successful candidate will be required to be authorized to carry firearms and able to pass the Provincial Firearms Standards approved by the Saskatchewan Police Commission.

The incumbent will be appointed as a Special Constable pursuant to The Police Act, 1990.

You will have knowledge of:

  • Police education, training, and instruction methodologies that support adult and scenario-based learning, academic inquiry, critical thinking and decision making;
  • The development, establishment and delivery of training standards;
  • Relevant laws including the Criminal Code, the Canadian Charter of Rights and Freedoms and provincial legislation;
  • The Criminal Justice System;
  • Police policies and protocols;
  • Complex social issues impacting policing;
  • Police oversight and accountability requirements;
  • The role of police within community centered safety responses and the promotion of community safety and well-being;
  • Critical incident response and operational planning; and,
  • Police supervision, management and leadership.
