Reporting to the Executive Director, Office of Strategy & Results or designate and working closely with internal and external stakeholders, the Senior Manager, Strategic & Operational Projects is a key enabler for the execution of strategic, operational, and corporate projects, leading process improvement, and supporting other organizational priorities.

The Senior Manager, Strategic & Operational Projects

  • In consultation with the Executive Director and the Corporate Director, Strategic and Operational Projects, develops and leads organizational projects that align with PHC strategic, operational and corporate priorities including large-scale system/program changes and initiatives.
  • Leads the planning, development, integration, implementation, monitoring and reporting on the various project phases. Establishes detailed project charters, plans and objectives, which include timelines and project deliverables. Makes decisions and recommendations regarding project scope and related changes required to facilitate a successful outcome.
  • Participates in the development of an effective governance structure to support the successful completion and implementation of projects and works with the Corporate Director, Strategic and Operational Projects to ensure the project work plan is effectively resourced.
  • Develops and implements standard methodologies to facilitate strategic, operational, and/or corporate priority improvement projects including project and change management tools such as charters, project plans, risk management plans, and communication plans.
  • Strong collaboration, communication, stakeholder engagement, facilitation and change management skills are critical to success
  • Ability to think and help others to think, strategically and critically.

Education
Master's Degree in Health or Business Administration, Leadership, Organizational Development or relevant clinical field such as Nursing plus a minimum of seven (7) years recent experience in a complex health care environment in a role that involved project and change management involving complex, multi-disciplinary projects working with a broad range of stakeholder groups.

Skills and Abilities
Demonstrated knowledge of the health care system, including the operations and administration of a tertiary level teaching hospital along with general knowledge of current health care issues and trends.

Demonstrated knowledge of administrative practices and reporting requirements in the public health sector.

Demonstrated ability to communicate effectively, both verbally and in writing, with all levels of the organization, understanding the essence and subtleties of the communication and the intended audience.

Ability to establish and maintain positive and cooperative relationships with internal and external stakeholders.

Advanced skills in critical thinking, planning, project management, change management and group processes.

Ability to analyze complex, multifaceted issues, report on findings and make recommendations.

Ability to lead and provide oversight to projects and provide guidance and direction to staff involved in the project.

Your Day to Day
Works with the Corporate Director, Strategic Management to define new project introduction processes and determine how projects should be evaluated to ensure greatest organizational value.

Develops and/or implements robust project management methodology to monitor and report progress of initiatives and projects to achieve successful outcomes throughout the various stages of the project. Works with project leads and/or executive sponsors to ensure all deliverables are met or escalated as appropriate.

Implements or contributes to the implementation of effective processes to assess project barriers and risks, identifying mitigation strategies and monitoring barriers and risks throughout the project lifecycle to ensure initiatives and projects remain on track and moving forward to completion.

Engages in relationship building, networking and gathering of best practices, innovations and evidence-informed research, and applies information and best practices from industry, regional, national and international organizations to move projects forward to achieve identified goals.

Works with the ED & the Corporate Director, Strategic and Operational Projects in order to manage the intersection and impact of related initiatives and projects, to ensure that initiatives are appropriately staged, and to coordinate the alignment of resources (change management, employee engagement, finance, communications, performance improvement, decision support, etc.) to ensure the capacity to execute.

Acts as a leader and mentor to other Office of Strategy & Results team members. May supervise staff including assignment of work, recruitment, selection, training, orientation, development and performance management.
