RQ10108 - Program Manager - Senior

Responsibilities:

• Provide program management leadership and expertise of large scale, highly complex, high profile and high-risk initiatives that may be multi-jurisdictional and/or enterprise-wide.
  
• Ensure accountability for the program's centralized group of projects and their successful full life cycle delivery.
  
• Ensure programs are delivered cost effectively and efficiently, and in compliance with organization's methodologies, standards and frameworks.
  

General Skills:

• Demonstrated experience leading and overseeing program strategy development from inception through to project close-out and any required transition to operations, business planning, benefits identification and organization funding requests for I&IT programs.
  
• Demonstrated experience understanding and articulating I&IT executive expectations and translating into program deliverables
  
• Experience directing, managing and leading multidisciplinary project teams including multiple Project Managers, each responsible for an element of the project and associated matrix team members
  
• Experience monitoring and managing the cost, risk, schedule, governance, technical performance, and program impact of each of the component projects
  
• Experience providing a program/portfolio view of project inter-dependencies and external project dependencies, monitoring and reporting on exposure levels
  
• Exercises a range of leadership responsibilities including the role of coach and developer of talent

Must Haves:

• 10-20 years experience in technology leadership roles for large IT applications with of over 10,000 users.
  
• Demonstrated HANDS ON experience working with and managing external vendor relationships.
  
• Experience collaborating with legal, procurement, and cyber security teams to ensure vendor compliance with OPS internal policies.
  
• Demonstrated experience reporting on the progress of deliverables, milestones, issues and risks to various audiences, including steering committees and formal status reporting.
  
• Ability to translate complex technical concepts into clear, actionable insights for business stakeholders and executives.
  

Skill Set Requirements:

Public Sector Experience:

• Experience providing program level leadership in the implementation and sustainment of large complex IT solutions and public facing applications within a public sector environment.
  
• Experience implementing IT solutions following the OPS project management methodology framework and gating processes.
  
• Experience working within OPS procurement and Vendor Management directives.
  

Leadership & Technical Skills:

• Experience providing strategic program level Information Management & IT technology and IT infrastructure guidance to enable and enhance multiple business programs/processes through technology.
  
• Leadership experience providing advice and guidance to IT and Client teams on information technology integrated solutions to meet the business objectives, address risks/issues and to improve structure and efficiency in complex I&IT systems delivery.
  
• Experience leading and coordinating the implementation of IT application project using the appropriate system development life cycle.
  
• Experience with leading initiatives with cyber security teams for Threat Risk Assessment (TRA), Privacy Impact Assessment (PIA), Vulnerability Assessment (VA), Penetration Testing (PEN), Business Impact Assessment (BIA), Risk Mitigation Report (RMR).
  
• 10-20 years experience in technology leadership roles for large IT applications with of over 10,000 users.
  
• 10-20 years demonstrated experience in leading technical implementations
  
• Demonstrated experience in providing technical leadership for multiple projects that involve legacy systems upgrade, security updates, hardware and software refresh, system and database migrations and upgrades.
  
• Demonstrated technical experience in evaluating and accepting vendor deliverables; documenting change requests and providing input to contract negotiations.
  

Project Management Knowledge and experience:

• Demonstrated experience in providing Management, Senior Leadership and Executive level updates and briefings on project risks, issues, decision points and status updates.
  
• Experience coordinating concurrent deliverables with competing priorities.
  
• Anticipates and directs problem resolutions to ensure that the deliverables are completed within budget, to the highest quality, meeting or exceeding expectations.
  
• Develops processes and procedures for implementing deliverables.
  
• Assists the team PMs/leads in preparing reports and presentations including options, recommendations, implementation plans, etc.
  
• Works with clients and IT Leads to define the scope of a program and/or project and to confirm requirements.
  
• Analyzes I&IT requirements giving independent and objective advice on the use of I&IT.
  
• Provides oversight direction on design, test, installation and monitoring of new systems and develops solutions and implementation of new systems.
  
• Provides strategic direction on change-management principles and methodology.
  
• Knowledge and understanding of Information Management principles, concepts, policies and practices.
  
• Promotes OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology and the control of the use of I&IT resources.
  

Vendor Management:

• Demonstrated experience working with and managing external vendor relationships.
  
• Demonstrated experience drafting SOWs, Work orders and contract negotiations.
  
• Experience managing vendor performance through KPIs, SLAs, and regular business and technical reviews.
  
• Experience in fostering collaborative, long-term partnerships with vendors to drive innovation and continuous improvement.
  
• Experience in managing multi-vendor environments and coordinating dependencies across internal and external teams.
  
• Ability to resolve vendor-related issues, including escalations, disputes, and service delivery concerns, in a timely and professional manner.
  
• Strong understanding of compliance, risk management, and data security considerations when working with vendors.
  
• Experience collaborating with legal, procurement, and cyber security teams to ensure vendor compliance with OPS internal policies.
  
• Experience managing change requests and scope adjustments with vendors while maintaining alignment with program goals and budgets.

• Demonstrated experience effectively communicating with teams, IT partners, Ministry clients, various stakeholders, and senior management.
  
• Demonstrated experience reporting on the progress of deliverables, milestones, issues and risks to various audiences, including steering committees and formal status reporting.
  
• Experience facilitating cross-functional meetings, workshops, and working groups to align stakeholders and drive consensus.
