Division: Transportation and ConstructionDepartment: Technical ServicesTerm: 1 Temporary Full Time position available for approximately 18 months.Closing Date: 01/01/2026Labour Group: SCMMAPosting: 4809Job SummaryThis position is responsible for the planning, design and development of operations programs, including providing logistical support for the procurement of materials, supporting contract services and coordinating with operations staff.Duties & ResponsibilitiesPrepares detailed designs, material and construction specifications, cost estimates, schedules, contract documents, tenders, bid evaluations, progress and variance reports, project payments and summaries for a variety of municipal engineering projects primarily related to divisional operations.Administers all aspects of third party contracts and ensures compliance with contractual requirements, local, provincial and federal ordinances and occupational health and safety regulations. Ensures that projects and programs are completed on schedule, on budget and adhere to quality standards. Provides completion and final close out reports.Manages assigned staff, hires, assigns work schedules, assesses staffing needs, identifies and pursues other resources if necessary. Plans and approves staff development. Responsible for performance management and disciplinary action when required.Develops, introduces and supports continuous process improvement initiatives.Creates and implements standards, specifications and processes for Division specific projects. Assists in the planning and implementation of short and long-term goals. Assists in studies and investigations to determine future servicing requirements.Develops and obtains necessary approvals for program levels of service that meet budgetary expectations.Coordinates with various operations groups to design, develop and implement programs specific to the levels of service and budget. Monitors, tracks and reports on program progress complete with recommendations for improvement through program completion review processes.Coordinates the Divisional aspects of environmental contamination clean-up within public right of ways.Negotiates and secures approvals from Provincial and Federal regulatory agencies to meet project requirements.Develops and maintains liaison with other agencies, the general public, contractors and other civic Divisions in the course of planning and administering operational projects.Act in the capacity of Engineering Manager, when required.Performs other related duties as assigned.QualificationsEducation, Training and Experience RequirementsDegree in Engineering.Registered or eligible for registration as a professional engineer with Association of Professional Engineers and Geoscientists of Saskatchewan or registered as an engineering licensee with appropriate scope of practice with Association ofProfessional Engineers and Geoscientists of Saskatchewan.Seven to nine years of progressively responsible related engineering experience.Possession of a valid Saskatchewan Class 5 Driver's Licence.Current driver's abstract from SGI demonstrating a safe driving record.Knowledge, Abilities and SkillsKnowledge of generally accepted accounting, budgeting and financial procedures.Ability to prepare and present complex technical reports, both verbal and written.Ability to plan, direct and supervise the work of professional and technical support staff.Ability to communicate effectively orally and in writing.Ability to establish and maintain effective working relationships with the public, contractors and other civic staff.Weekly Hours: 36.67Salary Range: $95,473.92 to $112,058.88 CAD per annum (2023 rates)Diversity, Equity and InclusionThe City of Saskatoon offers an inclusive workplace that embraces diverse backgrounds.
