About the role

As the Director, Policy, you will be responsible for leading the activities of the Policy & Global Affairs team, including policy analysis, development, and research. You will work with the entire corporation to set strategic priorities that address enterprise risks and advance CDIC's mandate. A key aspect of this role is anticipating, developing, and advocating public policy positions that enable the business to operate effectively and effeciently, while considering Canadian and international financial sector policy developments and emerging trends.

In fulfilling these responsibilities, you will collaborate with other departments, senior management, and the President and Chief Executive Officer of CDIC to achieve the objectives of the position.

This role can be performed from our Ottawa office, in a hybrid work model model. This is a full-time permanent opportunity.

CORE RESPONSIBILITIES required for this role

The main responsibility of Policy & Global Affairs is to:

  1. Develop strategies and oversee the development of proactive policies and legislative proposals that enable CDIC to meet its mandate and enable the business to operate efficiently and effectively in fulfilling its mandated duties.
  2. Develop strategies and advance CDIC policy views with stakeholders, including safety-net agencies. The federal agencies responsible for this safety net include the Department of Finance, Office of the Superintendent of Financial Institutions, Bank of Canada, Financial Consumer Agency of Canada, and CDIC.
  3. Drive innovative thinking/novel approaches and develop policy positions in response to rapid changes in the external environment, including domestic and international perspectives.
  4. Anticipate and provide advice on emerging trends and risks in the financial sector to advance policy proposals.
  5. Collaboration with key stakeholders to advance the robustness of the financial safety net and contribute to financial stability in an ever-changing environment.
  6. Proactively assess, develop and propose public policies that concern the mandate and operations of CDIC, and advance the views and interests of the Corporation.
  7. Lead strategic initiatives, including prioritization and advancing of proposals for financial sector reviews.
  8. Establish partnerships, collaborate and coordinate with internal and external stakeholders to develop informed positions and policies.
  9. Establish strategies to advance CDIC's views with stakeholders.
  10. Author various briefing materials and reports for a variety of audiences, including CDIC's Board of Directors.
  11. Provide direction and leadership to departmental personnel to ensure the completion of projects and activities in an efficient and effective manner and support professional development.
  12. Direct specialized external resources in conducting research when assistance in carrying out the duties of the position is required.
  13. Represent the Corporation and communicate the Corporation's views on policies and mandate to relevant federal, provincial and international regulatory, supervisory and deposit insurance authorities and other parties in order to fulfill the responsibilities of the position.
  14. Participate in ad hoc special projects as required.

SKILLS you bring

  1. Strong knowledge of CDIC, including its mandate, powers and operational requirements;

  1. Strong understanding of the supervisory and regulatory framework in Canada and abroad;

  1. A strong understanding of the policy issues affecting the Canadian financial system and how they could impact CDIC membership and CDIC itself;

  1. Analytical and conceptual ability to assess and synthesize complex information;

  1. Flexibility to respond to changing priorities and timelines and adjust work style and output accordingly;

  1. Ability to communicate complex information through oral presentations and discussion, memoranda, e-mail, and reports;

  1. Effective interpersonal skills to interact with other CDIC groups as well as other financial safety-net players;
  2. Strong strategic thinking to anticipate and proactively assess emerging trends and risks that may impact CDIC.

REQUIRED EDUCATION & EXPERIENCE

  • An advanced degree in economics, public administration, business administration or a degree in law with experience in a policy role.
  • Minimum of 7–10 years of experience in financial sector policy development in a government or regulatory environment, preferably in the financial sector.
  • Demonstrated leadership abilities, with experience in managing employees.
  • Proficiency at oral and written communication combined with excellent interpersonal skills.
  • Demonstrated experience in leading, developing, coordinating, implementing and communicating public policy proposals and positions. 
  • Strong collaboration and negotiation skills
  • Outstanding organizational, time management, planning, and problem-solving skills. Ability to present effectively to diverse audiences.
  • Excellent analytical and problem-solving skills, with the ability to interpret complex information and make informed policy recommendations
  • A solid understanding of the Canadian financial system, including economic context, regulatory authorities, financial markets, financial institutions, policy and legislation. A general understanding of key international standards for deposit insurance and bank resolution as well as overall trends affecting the global economy and the financial sector.

Language Requirements: Bilingual Imperative - Level (CBC/CBC)

Security Clearance: Eligibility for Secret-level security clearance
