THE OPPORTUNITY
The Engineering Technologist – Land Development provides technical support for the City's Lot Grading and Water and Sewer Service Connection programs. This role is responsible for investigating and responding to drainage-related inquiries and complaints, assessing site conditions, and determining appropriate drainage solutions. The position also supports customer service requests and conducts drawing reviews for land development applications, including residential and non-residential Development Permits. The Engineering Technologist reports to the Manager of Land Development and works collaboratively with internal teams, developers, and the public to ensure compliance with municipal standards and regulations.
This is for one (1) permanent full time position. The salary range is $82, $98,589.40/ year
RESPONSIBILITIES
Lot Grading Program and Administration
Responsible for the Lot Grading Program to ensure compliance with City standards.
- Perform assigned tasks related to the Lot Grading Program, including field inspections.
- Perform administrative duties related to Lot Grading, when required.
- Work with residents, grading contractors and builders.
- Investigate drainage issues, determining potential solutions, including collecting and interpreting survey and geomatic data when required.
- Assist with follow up of expired or outstanding permit and inspections.
- Respond to customer inquiries within set customer service standards as set by City.
Review associated bylaws annually for required update.
Water and Sewer Service Connection program
Review permit applications to ensure compliance with both design drawings and City bylaws and policies.
- Coordinate with builders on inspections of all water and sewer service connections.
- Conduct field inspections to ensure connections are in compliance with Municipal Development Standards.
- Complete all associated reporting.
Liaise with internal departments when addressing issues, resolving permit discrepancies, or reviewing process improvements.
Development Permit Review
Assist with residential and non-residential permit applications to ensure compliance with design drawings and City bylaws and policies.
Assist Planning with post construction compliance and inspections.
Land Development
Assist with drawing reviews on land development drawings submissions.
- Assist primary Land Development staff with projects, on an as needed basis.
Coordinate department review of Municipal Development Standards.
Other Duties
Assist with review and update of bylaws, procedures, policies and other literature.
- Complete AutoCAD projects as assigned.
- Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
- Contribute to a positive safety culture by always acting in a safe manner and complying with City safety policies and procedures for staff and contractors.
- Act as a steward of the City's Corporate Culture by following the "Values, We Live By".
- All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
- Employee are expected to stay current on WHMIS and other safety-related procedures.
- Maintain professional and technical knowledge by attending educational workshops and seminars; establish professional network; and participate in professional societies.
- Develop and maintain good working relationships both external and internal.
- Perform other job-related duties such as assisting other units of the Engineering Department with projects.
QUALIFICATIONS
Required Qualifications:
- Post secondary Diploma (2 year) in Civil Engineering or equivalent.
- A member or eligible to be a member of ASET or APEGA.
- Minimum one (1) year experience in related industry.
- Class 5 Alberta Driver's License.
- Knowledge of lot grading and land development theory and practices.
- Knowledge of materials, methods and tools required for the construction of municipal infrastructure.
- Experience with reading and interpreting engineering plans and specifications.
- Experience with AutoCAD.
- Advanced communication skills and excellent presentation skills.
- Excellent collaborative negotiation and problems solving skills.
- Ability to work effectively and professionally with all levels within the organization and externally.
- Ability to develop, implement and evaluate innovative plans.
- Ability to work both independently as well as within a multifaceted team environment.
- Strong customer service orientation and the ability to build positive, productive business relationships.
- Ability to exercise tact and diplomacy in interpersonal dealings which are difficult, highly sensitive and confidential and may involve exposure to the media or public criticism.
- Ability to analyze and interpret administrative procedures, regulations, legal documents, and legislation.
- Enhanced knowledge of Microsoft Outlook, Word, Excel, Teams, and PowerPoint.
Asset Qualifications:
- Knowledge of policy and bylaw framework.
- Experience in operating survey equipment such as GPS, rod/level and electronic distance measuring equipment.
- Experience with Bluebeam.
- Project Management Professional (PMP) Certification.

CONDITIONS OF EMPLOYMENT
- Criminal Record Check Clearance.
- Valid Class 5 driver's license.
- Satisfactory review of a three (3) year Driver's Abstract with a maximum of six (6) demerits.
Working Environment:
- Monday to Friday.
- Hours of Work: 8:30am to 4:30pm.
- Overtime may be required.
- Earned Time off (optional).
- Travel may be required.
- Working in an office environment.
- Working in a field environment.
- Exposure to noise levels that may exceed 85 decibels.
