The Regional Chief of Emergency Services is the senior operational leader for the Bonnyville Regional Fire Authority (BRFA), responsible for shaping the delivery of emergency services across a diverse and growing region.

Reporting directly to the Chief Administrative Officer (CAO), this executive leadership role provides strategic direction, operational oversight, and system-wide coordination to ensure emergency services are delivered safely, effectively, and with resilience. The Regional Chief works closely with municipal partners, elected officials, and internal leadership to advance a modern, integrated regional emergency services model.

Core Duties and Responsibilities

Oversee BRFA's core services: Municipal Fire Protection, Industrial Fire Protection (Contract Services), 911/Communication Services, Emergency Medical Services and Major Emergency Planning

Advise CAO and support Deputy Chiefs in operations and planning

Align objectives with political, social, economic, and stakeholder priorities

Develop strategic, cost-effective plans to achieve BRFA objectives

Create new policies and programs supporting organizational priorities

Assist with operating budgets and capital plans for Board approval

Co-lead strategic planning and resources allocation

Foster volunteer and employee engagement and performance with a culture of safety, service and innovation

Command fire and emergency incidents

Maintain expertise in strategic and tactical response methods

Ensure compliance with regulations and industry best practices

Oversee training, fire prevention, and public education initiatives

Manage industrial and intergovernmental contracts and agreements

Qualifications and Experience

University degree in Emergency Services, Business Administration or a related field, with knowledge of Local Government Administration (Equivalent education/experience considered.)

Alberta Registered PCP (ACP registration preferred)

10+ years firefighting experience, including 5+ years in progressive management role

Experience leading volunteer fire operations and Paramedic Services; knowledge of Alberta EHS frameworks

Familiarity with 911 PSAP operations and emergency communications

Skilled in collective bargaining and union environments

Proficient in Microsoft Office; strong interpersonal, communication, and financial skills

Flexible schedule; able to work evenings and weekends

Certifications

Valid First Aid and CPR level C

Incident Command System 300/400

Current Class 5 Driver's License with Q endorsement (Class 3Q preferred)

Safety Codes Officer-Fire Designation Group B Level 2 and Group C Level 2

NFPA 1001 – Level 2

NFPA 1021 – Level 1 (Level 2 preferred)

NFPA 1041 Fire Service Instructor

NFPA 1031 and 1032 Fire Inspector/Investigator

About BRFA

The BRFA serves an expansive region with ten fire stations strategically located throughout the Municipal District of Bonnyville No. 87, including Goodridge, Glendon, Iron River, Lacorey, Bonnyville, Ardmore, Fort Kent, Cold Lake and Cherry Grove. The BRFA provides ALS EMS services, under contract to EHS-Alberta to the region and operates a regional 911 Communications Center to several municipalities in north-central Alberta.
