Building Ontario Fund (BOF)
is a new independent, board-governed agency that will facilitate investment by trusted institutional investors in critically needed large-scale infrastructure projects within the province.
The agency's mandate is to invest in, and seek to attract investment from, qualified institutional investors, public sector entities, governments, and Indigenous communities in Ontario infrastructure projects that will generate revenue and are in the public's interest. BOF will do this by:
- Investing in infrastructure and appropriately allocating risks amongst the Corporation and other investors
- Structuring proposals and negotiating agreements with investors in infrastructure projects
- Receiving and assessing unsolicited ideas and proposals for infrastructure
- Providing advisory services with respect to financing infrastructure projects
The Opportunity
BOF is seeking a full-time
Senior Policy Advisor (18-month contract)
to fill an existing vacancy and join our team in shaping the future of infrastructure in Ontario
KEY RESPONSIBILITIES
• Leads and develops policy and program options; conducts specialized research and analysis to recommend policies, regulatory, and operational frameworks; advises senior management and government on options and recommendations related to BOF's Indigenous Opportunities Financing Program (IOFP) and in supporting Indigenous-led projects through BOF more broadly.
• Builds and maintains highly productive and collaborative relationships, while working with a high degree of independence, with internal stakeholders, project proponents and Indigenous communities, ministries, and colleagues.
• Leads the development of policies and policy input into Building Ontario Fund (BOF) and ministry-led policy initiatives.
• Leads the development and submission of materials to meet regulatory and legislative requirements and support government approvals.
• Provides senior level advisory services as a functional specialist responsible for leading planning, policies, programs, or services
• Manages relationships and provides technical consulting advice and guidance regarding the IOFP and other BOF programs/priority areas as required.
• Assesses the effectiveness of ministry and industry-led policy frameworks in relation to BOF's mandate and leads the coordination and development of the Agency's policy positions.
• Exercises a high degree of independence and decision-making ability to ensure end-to-end delivery of policy development and effective management of contentious issues.
• Leads decision-making within the policy development cycle, guiding delivery of key policy priorities, assessing risk, and managing financial and program impacts for the Agency.
• Develops in-depth reports and analysis and presents options and recommendations to senior management for decision making purposes.
• Maintains current knowledge of provincial, national, and international policy and legislation issues and trends impacting the IOFP program and Indigenous project proponents.
• Identifies risks and corresponding mitigating strategies for consideration by senior management.
• Leads complex policy planning and development, operating with a high degree of decision-making independence.
• Provides project and technical leadership through all phases of assigned projects including determining project scope, timeframes, milestones and deliverables, planning, recommending staff resources, coordinating, and guiding project team members.
• Provides expertise to the development and implementation of performance measures for the IOFP and in supporting Indigenous-led projects across BOF.
QUALIFICATIONS
Education and Experience
•
Degree in government administration, political science, business administration, commerce, or related fields.
• Minimum 6 years of experience in policy development.
• Familiarity with finance, infrastructure financing, and financial products an asset.
Knowledge and Skills
• Extensive knowledge of government organizational structures, policy development principles/techniques and decision-making processes, including the development of legislation and regulatory frameworks.
• Knowledge of government and broader public sector directives and guidelines relating to the development of governance and operational policy and programs, which support the Agency's strategic direction.
• Knowledge of BOF's mandate/strategic directions, priorities, related legislative, regulatory and policy frameworks.
• Advisory and leadership skills to provide policy expertise in support of the Agency's strategic policy directions and development of legislation, regulations, governance frameworks, and related operational policies; to lead/participate on inter-jurisdictional working groups engaged in collaborative policy development, consultations, and issues resolution.
• Interpersonal, influencing and negotiation skills to gain support for Agency policy and program initiatives regarding the implementation of procurement/supply chain management legislation, regulations, and related operational policies from other ministries, Indigenous communities, and business groups, to identify and mitigate risks, to develop and mediate a complex range of implementation parameters, and to negotiate the resolution of conflicting viewpoints and policy implementation concerns.
• Relationship building and consensus building skills to develop and maintain an effective liaison relationship with the ministry.
• High levels of political acuity in order to lead and coordinate outreach with the ministry regarding compliance, governance and policy issues, and to address and resolve where feasible substantially differing viewpoints and positions, as well as to ensure that proposed options/recommendations are consistent with Agency directions, and that they would be favourably received by senior management and the Board.

• Use logic and analysis to identify the strengths and weaknesses of different available options
• Capable of summarizing and synthesizing complex material
• Weigh the relative risks, costs, and benefits of a potential action
• Communications and dissemination techniques including alternative ways to inform others via written, verbal, and visual media
• Proficient with Microsoft Office (Word, Excel, PowerPoint, SharePoint, Teams) and other internal applications, as required.
