Effective, April 1, 2025, the new salary range for this position will be $84,478 to $124,487 per year in accordance with AMAPCEO collective agreement provisions.

Consider bringing your enthusiasm, policy analysis skills, and experience to the Ministry of Transportation's Transit Division. Our division is a dynamic and fast-moving team that builds and maintains strong relationships with ministry stakeholders and agencies to deliver transportation services across the province. We provide oversight to capital projects delivered by the province and oversee transportation programs to ensure outcomes align with key government objectives.

As a member of the Transit Division, you will conduct research and provide analysis on the development and implementation of policies and programs in relation to agency oversight, inter-regional transit governance, municipal transit programs, service delivery, and infrastructure.

About the job

As a Senior Policy Advisor, you will:

  • Lead all aspects of policy and program development and evaluation and provide advice on strategic, policy and corporate oversight
  • Provide strategic policy analysis, commercial support, and oversight on major provincial transit infrastructure projects across the province.
  • Lead development of legislation and regulations and advise on provincial transportation and agency governance policies and issues, in support of provincial transit priorities
  • Work collaboratively across the ministry to plan, lead and coordinate studies and research to identify inter-regional transit infrastructure issues and trends
  • Develop and maintain strong relationships across agencies, municipal partners, and the ministry
  • Provide policy advice to senior management and staff through briefings, reports and presentations
  • Assess and provide strategic advice on the challenges and opportunities of delivering and maintaining transit infrastructure.
  • Conduct stakeholder management by developing and maintaining relationships with transit agencies, other governments including municipalities, and others.
What you bring to the team
Policy and Program Knowledge and Skills
  • You have the ability to lead all aspects of policy and program development, implementation and evaluation, including options and recommendation, legislative documents, Cabinet and Treasury Board/Management Board of Cabinet submissions, and stakeholder consultations
  • You have a good understanding of government decision making and policy development processes
  • You have the ability to analyse and interpret legislation, evaluate governance issues, and develop innovative approaches to governance, oversight and policy development
  • You have knowledge of municipal structure and transit governance to determine impacts and assess requests.
  • You can provide strategic advice, expertise, and technical support to senior management on a broad range of contentious and technical issues and related economic impacts and develop strategies and recommendations.
Analytical, Problem Solving and Research Skills
  • You have analytical and problem solving skills to lead research and analysis of developments in support of transportation initiatives.
  • You have the ability to evaluate competing interests and identify issues and impacts to develop negotiating strategies and solutions using problem solving skills.
  • You have demonstrated research skills to plan and undertake complex policy research.
Project Management and Planning Skills
  • You have project management skills to consult and coordinate projects with internal and external stakeholders.
  • You have project management and planning skills to ensure viability of all reports and recommendations.
  • You have planning skills to plan, organize and execute projects with teams of staff and consultants.
Communication and Consultation Skills
  • You have consultation skills to identify areas of concern and resolve problems with municipal officials, agency officials and partner ministries.
  • You can work collaboratively to resolve issues, negotiate changes and shifts in priorities.
  • You have partnership and consensus building skills to develop effective linkages with multi-jurisdictional stakeholders.
  • You have oral and written communication skills to provide expert advice, prepare reports, present advice and to discuss policies and directions with senior management
