The Role

Leads and maintains quality assurance practices, including training and support to nurses in the Division to ensure effective, efficient, consistent, and high-quality program delivery, and compliance with Ministry guidelines. Oversees day-to-day nurse scheduling and workflow.

Supervises staff involved in Healthy Babies Healthy Children (HBHC) program screening roles and supports on-location screening practices through partner collaboration. Leads training, support, and development of Electronic Medical Records (EMR) processes and templates.

Duties/Responsibilities

  • Supervises nursing staff (RPNs), casual nursing staff, and students.
  • Supervises early developmental screening of babies and young children as part of the HBHC program. Provides consultation and support to staff and divisional management. Coaches and counsels staff working with vulnerable families on complex clinical and case management issues.
  • Schedules all nursing staff for divisional clinic and HBHC operations to meet coverage and service level needs.
  • Implements, maintains, and/or develops quality assurance practices, program policies, procedures, systems, and standardized protocols for consistent, high quality, program delivery, including oversight of nursing documentation audits. Supervises the development and maintenance of procedures and manuals.
  • Orients and trains staff and students in program delivery, policies, and procedures. Develops individual and program training plans and content. Monitors staff practices, identifies issues, and develops, recommends, and implements new/revised procedures and protocols.
  • Coordinates regular team meetings, case reflection, knowledge exchange, and professional practice meetings.
  • Supervises the maintenance of program data and client information. Performs regular audits of clinical records in collaboration with others to ensure confidentiality, security, and compliance with organizational policy and professional standards. Identifies issues and initiates corrective action.
  • Leads program planning to support implementation of electronic documentation system (e.g., electronic medical record, Ministry databases).
  • Participates in and supports staff involvement in program research and evaluation using a health equity lens.
  • Assists in the development and maintenance of service agreements with community partners, and leads maintenance/renewals. Assists with operational planning and budgeting.
  • Consults with the Manager regarding program operations. Provides program reports, including data for service statistics monitoring and projections. Informs Manager of significant and sensitive situations and issues.
  • Participates as a member of the divisional management team (e.g., collaborates on divisional priorities, operational plans, policies/protocols/procedures, implementation).
  • Mobilizes staff in emergency situations according to the departmental Emergency Response Plan, ensuring action is taken to minimize health consequences for citizens.
  • Coordinates the use, custody, and maintenance of program equipment, materials, and supplies.
  • Backs up members of the Division's management team as required.
  • Performs related duties as required.

Knowledge, Skills, and Abilities

  • Must have a Bachelor of Science degree in Nursing with preparation in Public Health Nursing, plus progressively responsible related experience in healthy child development and family dynamics.
  • Must have current Registered Nurse certification with the College of Nurses of Ontario.
  • Must possess current CPR certification.
  • Must possess Breastfeeding Certification (pre-hire) or ability to complete post-hire within a reasonable amount of time.
  • Must meet requirements for Health Care partners connected to the program (e.g., COVID-19, an acceptable vulnerable sector police check, tuberculosis (TB) test).
  • Immunization for Hepatitis B and proof of immunity is required.
  • Knowledge of the theories and principles of public health management, including health promotion and knowledge exchange, child development, family dynamics, and factors affecting children and family health.
  • Knowledge of and ability to comply with policies, procedures, collective agreements, regulations, standards, related legislation (e.g. privacy, health protection and promotion, health and safety, child and family services), and professional standards of practice (e.g., nursing).
  • Analytical, problem-solving, and continuous improvement skills to plan and develop operational plans, classify and organize work; participate in program development, evaluation, and quality assurance; and keep current on child and family health issues.
  • Leadership skills to supervise, develop, train, motivate, and support staff and coordinate staff to achieve goals and objectives.
  • Communication, human relations, and facilitation skills to handle sensitive issues with professionalism; present proposals, education presentations, and reports to staff, committees, organizations, and community groups; develop solutions to handle situations in which infants/children are in crisis; and participate as an effective team member.
  • Ability to review and understand client records and assessments. Ability to write clear, concise instructions regarding child health issues, policy and procedures manuals, training manuals, surveys, and questionnaires.
  • Computer skills with ability to use software such as Microsoft Office, information systems, electronic medical records, and data analysis tools and their application to family health programs.
  • Ability to provide support to staff on emerging issues as required outside of regular business hours.
  • Ability to travel within and outside Waterloo Region.
