Responsibilities: Support the development of a complete multi-stakeholder, multi-country project proposal to attract and select French-speaking immigrants to francophone minority communities in Canada outside Quebec. This includes the preparation of the implementation plan, results framework, risk assessment, and budget, in line with IOM Project Development guidelines and policies, and in coordination with the mission, the Regional Office and HQ. Engage donors, government authorities, francophone partners, the private sector, and other stakeholders with different interests in the project creation, securing buy-in and defining a clear project governance structure.

Coordinate the overall implementation of the project, including the multi-stakeholder governance, as well as the oversight of the financial, administrative and technical aspects, in line with IOM's policies and procedures, as well as donor requirements.

Oversee the day-to-day implementation of project activities, providing technical guidance and coordinating with implementing partners. and relevant units. In coordination with the Project Manager, monitor progress, and recommend and implement actions to improvie effectiveness and mitigate risks.

Manage stakeholder engagement throughout the project cycle, including monitoring compliance with project partners, project staff and implementing entities. Plan, develop, organize and deliver activities to build capacity of staff, partners, employers, government officials, and other actors, such as trainings and other engagements.

In coordination with the National Liaison Officer, liaise with donor counterparts, government entities, Francophone and other partners in Canada, private sector partners, implementing partners, diplomatic missions, and other relevant stakeholders, cultivating and preserving their trust in the partnership.

Supervise personnel assigned to the project, including consultants and implementing partners recruited to support and/or undertake specific activities, both in Canada and in implementing countries.

Support monitoring and progress reporting against the project's strategic objectives, benchmarks, and coordinate the establishment of a common Monitoring and Evaluation (M&E) Framework that incorporates regular reporting requirements and impact evaluation strategies, in close coordination with the M&E Officer in the Regional Office.

Draft and coordinate project reports, including financial, narrative, and other documentation ensuring quality, accuracy and timely submission to donors, government and relevant stakeholders in line with IOM and donor requirements.

Coordinate adequate information management on project visibility by providing regular updates, summaries, press releases and other relevant materials, in coordination with the donor and relevant Units at HQ.

Support the identification of priority areas for project development and the design of results-based projects, in close coordination with the HoO, the National Liaison Officer, the Regional Office, HQ, relevant donors, government counterparts, and project partners, ensuring alignment with IOM and donor priorities.

Participate in relevant conferences, workshops, steering committees, and technical working groups, as well as other fora, and present IOM project activities.

Qualifications: Education

Master's degree in International Relations, Immigration Studies, or a related field from an accredited academic institution with two years of relevant professional experience, or,

Bachelor's degree in the above fields with four years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database .

Experience

Experience in programme management, monitoring, reporting and evaluation.

Experience in project development and capacity-building activities.

Experience liaising with governmental and diplomatic authorities, as well as with national and international institutions.

Familiarity with financial and business administration.

Proven understanding of internal and international migration issues in Canada, particularly as it relates to francophone minority communities in Canada outside Quebec, and experience in economic immigration projects.

Experience organizing consultations, workshops and seminars with stakeholders.

In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.

Experience working on IRCC-funded projects is an advantage.

Skills

Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities.

Good coordination and information management skills.

Good knowledge of the UN System, NGOs and other international organizations/institutions.

Knowledge of migration data, labour migration patterns in Canada and ability to engage and negotiate effectively with government authorities.

Good knowledge of human and financial resources management.

Good conceptualization, analytical and writing skills in both French and English.

Good communication, organizational and interpersonal relationship skills.

Ability to meet deadlines and work under pressure with minimal supervision.

Ability to maintain partnerships with development partners, government counterparts, the private sector, local authorities and other relevant stakeholders.

Languages

For all applicants, fluency in English & French is required (oral and written).
