The Opportunity
Rupertsland Institute is recruiting for a Regional Manager in Calgary. This role will be responsible for the overall performance of business operations in the specified region and be accountable for meeting strategic goals, objectives, and targets derived from RLI's business and annual operational plan. Reporting to the Senior Director of Client Services, the Regional Manager will direct, motivate, and coach staff, ensuring compliance with organizational policies and procedures and funding agreements, and providing effective and efficient client and project service delivery. The successful candidate will be a self-motivated individual with excellent interpersonal skills and proven leadership experience.
Key Responsibilities:
- Manage the operational and fiscal activities of the region through effective leadership and optimum service delivery, ensuring directives from senior management are communicated in an effective manner.
- Collaborate with the Senior Director of Client Services (SDCS) to develop and implement a regional annual work plan derived from the RLI Business Plan and Annual Operational Plan to meet the training and employment needs of the Métis community and the regional labour market.
- Collaborate in the development and operationalization of new programs and services resulting from the RLI strategic priorities.
- Design and implement a regional communication plan based on knowledge of the Métis community, organizations, community resources, educational institutions and regional employers.
- Conduct labour market analysis; consult with internal and external stakeholders and RLI staff to determine client training and employment needs.
- Evaluate and report trends and issues that may affect clients, projects, the economy or local labour market, and incorporate into the regional annual work-plan.
- Plan and coordinate the Mobile Service Unit schedule and service delivery with the Mobile Employment Services team.
- Develop and negotiate contribution agreements, budgets, and other documents to ensure compliance with the Indigenous skills employment training program (ISETP) performance measures and established RLI procedures.
- Manage client services and project budget allocation utilizing RLI's financial software and monthly finance reports to track Year-to-Date payments and commitments. Ensure applicable expenses are within budget and implement carry forward activities as needed.
- Prepare quarterly updates and progress reports based on the regional annual work plan including fiscal Year-To-Date status of clients and projects, financial commitments vs. actual costs, targets achieved, marketing activities, partnerships created, and other data.
- Prepare and submit the regional report for preparation of the Annual Report.
- In collaboration with the SDCS, develop, maintain, and update policies, procedures, employee training plans and supporting forms.
- Provide quality assurance on training requests, including providing recommendations based on RLI's eligibility criteria and ensuring all pertinent documentation is in order prior to submitting to head office.
- Monitor client applications and project files and conduct a quarterly review of client data in the KETO database to maintain error free data.
- Manage staffing responsibilities and perform supervisory duties including hiring and training, assigning job duties, conducting performance evaluations, and mentoring the regional team.
- Liaise with government, other ISETP agreement holders, employers, and industry to build partnerships that further organizational and/or client objectives.
- Comply with all federal and provincial legislation, follow the terms of RLI's Annual Operational Plan and the ISETP Agreement as outlined in the RLI procedure manual, and seek clarification when required.

Skills and Competencies:
- Strong understanding of labour market occupations, trends, short and long-term economic and employment outlook.
- Knowledge of employment counselling methods and of the dynamics involved in dealing with clients who present multiple barriers to employment.
- Ability to maintain strict confidentiality.
- Strong verbal and written communication skills with the ability to write and prepare clear, concise documents such as contracts, proposals, reports, and other correspondence.
- Strong analytical skills and critical thinking skills with the ability to identify issues and solutions to overcome problems.
- Proficiency in managing financial data and developing and managing work plans.
- Strong organizational and time management skills.
- Ability to thrive in a dynamic environment and be adaptable and flexible to changing priorities.
- Strong interpersonal skills and a proven track record of building collaborative partnerships with a variety of internal and external shareholders.
- Strong cultural and political sensitivity and awareness.
- Strong sense of ethics and the ability to handle sensitive and private information with tact and discretion.
- Demonstrated ability to lead and retain teams, including coaching, mentoring, and supporting staff in a collaborative and accountable work environment.
- Demonstrated proficiency in the use of commonly used office software packages such as Microsoft Suite and Google Workspace.
Qualifications:
- Post-secondary education in Business, Management, Social Sciences, or related field.
- Minimum 5 year's experience in a similar role, with a minimum 3 year's experience leading a team of direct reports.
- Experience in developing and implementing training programs, and internal processes and procedures.
- Experience in budgeting, financial forecasting, and reporting.
- Knowledge of Métis culture and barriers to sustainable employment, and of challenges and socio and economic factors facing indigenous individuals, particularly Métis.
- Experience working within an Indigenous or non-profit organization is a strong asset.
Other Requirements:
- Ability to work a regular schedule of 8:30am-4:30pm Monday to Friday, with weekend and evening availability, as required.
- Ability to travel throughout Alberta, as required.
- Reliable transportation to and from the office.
- Submission of a clear Vulnerable Sector Police Information Check.
