Telecom Tester

Job Title : Intermediate Telecom Tester (level 2)

Client is looking for a replacement resource for someone that is retiring shortly. The resource must be
Top Secret cleared
and be eligible obtain the level of Top Secret SIGINT (Signals Intelligence) clearance. The resource can start while working on an unclassified network, pending Top Secret SIGINT clearance (usually about 6 months). The resource should be a dynamic resource with experience with newer telecom technologies (ie 5G). The resource must be available onsite at PSEPC facilities on Ogilvie Road in Ottawa. Ideally the person comes with Telecom testing experience from some of the following fields:

·
Police

· Law enforcement

· Public Security and/or Public Safety

· Encryption

· Telco (Telus, Bell, Rogers, Dark Fibre, etc)

2. SCOPE OF WORK

The resource is expected to work with PSEPC personnel, service providers and other government agencies in performance of assigned tasks, including:

· Be familiar with a testing environment that includes generating telco "traffic"

· requirements and systems analysis;

· test plan, test procedure and test report development;

· product verification and validation; including performance, conformance and integration testing;

· automated test program and test script development;

· briefings to technical staff, end users, and management; including technical documentation and ad-hoc consultation on related components, devices, protocols and/or services.

Work shall be performed as directed by the Technical Authority. The resource may work individually and/or as part of a larger team. The resource will be required to provide updates to the Technical Authority on the progress, status and direction of assigned tasks.

3. DESCRIPTION OF WORK

The resource must be able to work independently at client premises (Streams 1 & 2) and/or on occasion from home (Stream 1 only) with minimal guidance from the technical authority.

The resource will be working with in-house clients and/or the technical authority to define the requirements and objectives, and be expected to refine and document more detailed tasking requirements with input from the technical authority. The resource will be expected to follow in-house project and quality assurance life-cycle practices in performing their work. The resource will be required to work with the project team to ensure that deliverable products are correctly measured against customer requirements in a reasonable and realistic time-line; develop and present to the technical authority and/or other clients quality assurance plans and documentation; develop detailed product test plan; execute test plan and report findings with documentation.

4. DELIVERABLES

The resource will be expected to provide the following contract deliverables to the Technical Authority named herein. All documentation for work done for this contract shall be approved by the Technical Authority.

The resource shall:

· Provide all documentation (for example, test plans, test procedures, test results, etc.) related to quality assurance to the Technical Authority.

· Execute the product quality assurance plans.

· Generate and deliver supporting scripts to facilitate testing.

· Provide project reviews, updates, and minutes as required.

· Be available for regular and ad hoc project review meetings with the Technical Authority, end users, and Client's management staff, as deemed necessary.

· Provide to the Technical Authority a monthly progress report of all activities undertaken during the month.

· The resource may be called on to give briefings, prepare demo, and answers to field questions during the course of this contract.

· Give training sessions to end users, as deemed necessary
