Position Purpose:

In this role you will be part of the larger IO Development and Asset Management (DEVAM) team recently consolidated to create and deliver value at all phases of the asset management lifecycle.

In particular, you will be responsible to ensure provincially-owned real estate is being positioned to deliver optimal utilization of core assets while identifying opportunities to rationalize and transition outdated, underperforming, or under-utilized assets towards reinvestment or disposition strategies. 

You will therefore play an important role to advance the full lifecycle of government portfolio objectives.  This will involve developing forward-thinking real estate strategies, working with teams across IO to validate occupancy and capital planning, overseeing multi-disciplinary project activities and stakeholder engagement on value enhancement projects of surplus properties, and advising senior IO management, government staff and broader sector clients on strategies and recommendations.

What You Will Do:

  • Create and recommend real estate portfolio strategies to support government mandates while working closely with internal and external subject matter experts and client stakeholders to gain understanding of specific client needs and translate them into real estate and accommodation solutions.
  • Evaluate the feasibility of underutilized and surplus properties for value enhancement, social purpose, economic development and transit-oriented communities (TOC) potential by proactively surveying the portfolio and collaborating with team's real estate analyst to complete IO's Value Enhancement Model (VEM) for complex surplus properties.
  • Conduct asset utilization and financial analysis (including net present value, discounted cash flow, development proforma analysis) to determine best real estate solutions.
  • Lead a multi-disciplinary team of internal and external advisors to develop project scope, budget, scheduling, procurement process management, along with overall project troubleshooting and problem-solving to ensure adherence to project schedule and budget.
  • Advise government, senior IO management, and the broader public sector (including agencies, boards, commissions and other public entities) on cost effective strategies to maximize the functional and financial value of government real estate assets.

What We Are Looking For:

  • A post-secondary degree in in land use planning, business, geography, engineering, or similar discipline.
  • Extensive progressive experience with strong expertise in real estate financial analysis and thorough knowledge of planning legislation related to zoning, official plans, subdivision agreements, and site plan approvals.
  • Experience developing and managing project plans, scope, budgets, and schedules.
  • Experience in strategic planning, feasibility analysis, development of real estate proformas, preparation of business cases and budget reports.
  • Experience in procuring and effectively managing diverse team of consultants and advisors.
  • Ability to synthesize and present complex issues into digestible / easy to understand concepts.
  • Strong research and analytical skills, with ability to interpret, synthesize and validate 3rd party real estate data.

We offer a competitive hiring range of $106,000 to $143,400 (P5 level), pay will align with skills, knowledge and experience of the candidate.
