Manager, Quality
(Permanent, Full-time, 35 hours/week)
(Non – Bargaining Unit Position)
The Quality Manager plays a pivotal leadership role in fostering a culture of safety, excellence, and continuous improvement within the agency. Responsible for overseeing health and safety and IPAC protocols, the manager ensures compliance with legislative standards while promoting a proactive approach to risk mitigation. They support all aspects of accreditation, guiding teams to uphold and embed quality standards both during and beyond the accreditation process. The role will lead critical incident debriefs with care and professionalism, driving learning and systemic improvements within a Just Culture framework. With a strong focus on project management, the Quality Manager steers quality enhancement initiatives across departments, engaging staff in collaborative improvement efforts. This position requires exceptional communication, strategic thinking, and a commitment to youth mental health services. As a member of the leadership team, the Quality Manager acts as a change agent—advancing service quality and reinforcing accountability throughout the organization.
Highlights of Your Role
Health and Safety/IPAC
- Management lead of the JOHSC, ensuring that the ministry requirements for Health and Safety are consistently met for all YouthLink sites, including but not limited to:
- Site Inspections
- Fire Safety (including drills)
- Emergency Preparedness\
- Infection Prevention and Control and related activities
Supporting Accreditation, Licensing and other Quality-driven Processes:
- In an accreditation year, this activity will comprise 50% of the incumbent's time. In a non-accreditation year, this activity will comprise 10% of the incumbent's time.
Accreditation Survey Preparation:
- Develop a strong understanding of the CCA quality standards and work with teams to self-assess compliance against standards.
- In partnership with Senior Leadership, create detailed project plans assigning work effort to meet compliance
- Conduct internal audits of various work centres to ensure progress/compliance, reporting results to senior leadership with sufficient time to close gaps.
- Coordinate and communicate with CCA accreditation coach and internal and external contacts to prepare for the audit process.
- Conduct quality-oriented training as required.
Accreditation related activities in a Non-Survey Year:
- Conduct a semi-annual audit against the accreditation standards to ensure ongoing compliance; report and address gaps with Senior Leadership Team.
Live In Treatment Licensing:
- Work with the Senior Manager and Director to complete pre-licensing audit prior to annual licensing application; identify gaps and support the development of a project plan to address gaps.
Risk Management
- Maintain an active risk registry for the agency, assessed and updated quarterly, identifying and making recommendations for action with any escalated risks.Support the annual completion of MOH and MCCSS risk
- assessments.
- Review SOR and Incident reports to identify trends
- In the event of a serious incident or occurrence, lead the team through a critical incident analysis/root cause analysis in a just culture framework and make recommendations for systemic improvements.
Continuous Improvement Initiatives
- In an accreditation year, continuous improvement projects will be suspended to focus on accreditation compliance. Outside of the accreditation cycle, approximately 30% of the incumbent's time will be focused on driving continuous improvement and quality initiatives across the agency.
- In a non-accreditation year, assemble and lead continuous improvement project teams (using a PDSA framework) to make meaningful process improvements in areas identified through the risk registry, or as directed by the agency's Senior Leadership.
Other duties as assigned
- Participation in leadership team meetings and initiatives
- Participation in on-call rotation
Highlights of What You Bring
Education:
- Some post-secondary education is ideal. A college diploma or a Bachelor's degree.Degree in Public Health
- Administration or in a related field is an asset.
- Project Management Professional designation is an asset.
- Trained in quality improvement frameworks (i.e. LEAN, Six Sigma, CQI, Kaizen, etc.) is an asset.
Experience:
- Demonstrated ability to manage a project from start to finish
- 2 – 5 years' experience leading quality initiatives in a non-profit or community health sector organization is an asset.
- JOHSC certified and experienced with leading health and safety is an asset.
- Experience leading large-scale projects in a multi-service nonprofit organization is an asset.
- Experience participating in or leading accreditation is an asset.
- Demonstrated experience with continuous quality improvement is an asset.
- Experienced with completing critical incident analysis is an asset.

Hours of work:
- 35 hours per week
- Monday to Friday 8:30am – 4:30pm
- May occasionally be asked to work additional hours during accreditation or licensing "crunch time", or following a critical incident.
Other Requirements:
- Broad Record Police Check is required.
- As a member of the management team, will participate in the on-call rotation.
