we are seeking an
experienced and people-focused People and Culture Manager
to build and lead a practical, human-centred HR function that supports vital community services across the greater
Nanaimo
area.

Reporting to the Director of Operations, this senior operational role will shape CMHA Mid-Island's people strategy and bring it to life on the ground. As the organization's first dedicated People and Culture Manager, you'll build a practical, human-centered HR function that supports housing, outreach, harm reduction, and community education programs. You'll turn compliance into clear, usable tools, translate values into everyday habits, and coach leaders to have the right conversations at the right time.

What You'll Do as our People and Culture Manager:

  • Lead all aspects of People and Culture, serving as a trusted advisor on strategy, compliance, and culture.
  • Build practical policies, systems, and templates that reflect CMHA values, collective agreements, and B.C. Employment Standards combined with oversight of compensation practices, HR systems, and privacy, and lead learning initiatives, culture-building, and organizational change projects.
  • Drive workforce planning, recruitment, onboarding, and retention for both unionized and excluded roles.
  • Coach managers on performance and respectful, early labour relations, while co-leading the Joint Occupational Health and Safety Committee to champion trauma informed practice and regulatory compliance.

What You Bring:

  • 5+ years of progressive HR or People and Culture experience, including at least 2 years advising leaders, ideally in a unionized B.C. environment with strong knowledge of collective agreements. Experience in community health, housing, or social services is an asset.
  • Post-secondary education in HR, Business Administration, or a related field; CPHR or equivalent training is an asset, with a solid understanding of B.C. Employment Standards, WorkSafeBC, and PIPA, along with strengths in recruitment, performance management, investigations, and policy development
  • Clear, compassionate communicator with the ability to build trust across diverse teams
  • Proficiency with Payworks and Google Workspace, a valid B.C. driver's license, and the ability to travel between sites
  • Clear Criminal Record Check and eligibility to work in Canada required
