Your Opportunity at SECURE
As our Environment & Regulatory Advisor – Planning and Development, you will provide direction to the business in meeting environmental and regulatory requirements and following policies and strategies to support SECURE in our commitment to regulatory excellence. The position requires knowledge of environmental regulations (e.g. waste management, facility permitting), the ability to understand and interpret regulatory approvals, SECURE's processes, and effective time and project management skills.
Environment & Regulatory Advisors analyze and monitor regulatory issues and develop recommendations for the organization regarding regulatory strategy. The Advisor is responsible for representing the company at industry association committees, acts as a liaison with government and regulatory officials, and participates in the process to maintain regulatory compliance.

A Day in The Life
Operational Support
- Understand facility permits, permit requirements, and recommend permit efficiencies to improve operations.
- Leading and mentoring managers, supervisors and operational personnel to increase environmental and regulatory awareness and improve day-to-day operations, leading to enhancing the quality of management system delivery.
- Sales Support – completion of environment and regulatory sections of client requests (e.g. RFI, RFP, RFQ, MSA, client audits, review of promotional pictures).
- Liaise with laboratories, contractors, and other service providers as required.
Regulatory Support
- Analyze, interpret and present new and changing environmental regulations, industry trends and emerging issues; communicate and present as required (E.g. Alerts, Bulletins, Advisories, Policies and Standards).
- Apply expertise to related regulatory matters to advise and lead internal teams and external stakeholders, including the development of new business opportunities and regulatory strategies to reduce operational impact and compliance risk.
- Attend and engage in industry and government committees that have the ability to influence regulatory change to ensure the experience and interests of the company are represented (E.g. CAPP, AOTDA, PSAC, CLRA).
- Develop and conduct regulatory compliance audits and inspections.
Permit Applications and Business Development Support
- Review of proposal documents for comment and input with regard to the environment, regulatory and environmental risk management.
- Assist in ensuring that all information required for necessary approvals is obtained within appropriate time frames.
- Develop regulatory roadmaps, resource-efficient strategies and project schedules for new projects and existing facilities.
- Advise on the appropriate strategic approach for approval applications, schedules, and compliance.
- Formalize application strategies with government agencies on an ad-hoc basis.
- Prepare and execute detailed project presentations to gain project support from local authorities and government officials.
- Assist the field with consultation processes related to permitting.
- Development and completion of greenfield and amendment regulatory applications.
- File and maintain facility and project records.
Management System Support
- Implementation, maintenance, and support of Corporate Management System (HSEMS) development, including policies, standards, and guidelines.
- Investigate, analyze, and develop recommendations to form a strategy for the elimination of future incidents of a similar nature.
- Develop and deliver internal training related to environment and regulatory matters.
Regulatory Reporting
- Maintains registry of all regulatory reporting obligations (e.g. NPRI, TIER, CEPA, Stats Canada).
- Management of environmental consultants and contractors completing regulatory reports; includes budgeting, capital planning/forecasting, AFE preparation, project execution, and reporting.
- Negotiation with regulatory agencies on the scope of regulatory reporting to ensure they are appropriate and cost-effective, reducing monitoring requirements as appropriate.
- Compiles corporate statistical data and reviews performance to identify trends and assist in the development and delivery of programs designed to improve compliance performance and/or emissions reduction.
Compliance Tools
- Regulatory Agency Tools (DDS, OneStop, KERMIT, eSubmission, IRIS, Saskatchewan Portal)
- Document Management Systems (e.g. SharePoint)
- Environmental Data Management Systems
- Training and Certification Platforms (e.g. SCHOOX)
- Incident Management Systems (e.g. ITRAK)
- Analytics and Reporting Tools (e.g. Power BI)
Skills, Experience & Qualifications
- Minimum of 5 years' experience in environmental and regulatory planning and development.
- Valid Class 5 Drivers License.
- Strong knowledge of Western Canadian environmental regulations.
- Proven experience in facility, pipeline and well applications across multiple jurisdictions.
- Strong communication, organizational and time management skills.
- Project management experience.
- Ability to manage multiple priorities, travel, maintain attention to detail, and work collaboratively across departments.
- Bachelor's degree in Environmental Science, Regulatory Affairs, or a related field.
