Role Overview

The Government of Nova Scotia requires a Senior Business Analyst to augment the Service Design & Delivery team due to capacity constraints. The successful candidate will support enterprise IT initiatives by leading business analysis activities, enabling service modernization, and ensuring alignment between business needs, technology solutions, and cybersecurity requirements.This role operates in a complex public-sector environment and requires strong stakeholder engagement, documentation discipline, and experience working within structured governance and delivery frameworks.

Key ResponsibilitiesBusiness & Service Analysis

Lead end-to-end business analysis activities for IT and digital service initiatives.Elicit, analyze, validate, and document business requirements, functional requirements, and non-functional requirements.Translate business needs into clear specifications, user stories, process models, and service design artifacts.Support service design and delivery initiatives aligned with government digital standards.

Stakeholder Engagement:

Act as a liaison between business stakeholders, IT delivery teams, cybersecurity teams, and vendors.Facilitate workshops, discovery sessions, interviews, and reviews with cross-functional teams.Provide advisory support to senior management on business process improvement and IT enablement.

IT & Digital Enablement:

Support initiatives involving enterprise systems, digital platforms, data solutions, and cybersecurity services.Assess impacts of system changes on business operations, policies, and service delivery.Contribute to solution options analysis, feasibility assessments, and cost/benefit evaluations.Governance & DocumentationPrepare and maintain high-quality documentation including:Business casesRequirements traceability matricesProcess maps and workflowsService models and operational readiness documentsEnsure compliance with Government of Nova Scotia standards, policies, and delivery frameworks.Support milestone-based reporting and deliverable tracking.

Delivery Support

Collaborate with project managers, service designers, and technical leads throughout the delivery lifecycle.Support testing activities including UAT planning, test scenario development, and defect triage.Assist with change management, knowledge transfer, and transition to operations.

Required Qualifications:

Minimum 7–10 years of experience as a Business Analyst in complex IT environments.Proven experience supporting IT management, service design, or digital transformation initiatives.Strong background in requirements gathering, business process modeling, and stakeholder facilitation.Experience working with public sector or government organizations (provincial preferred).Familiarity with cybersecurity, digital services, or enterprise IT platforms.Excellent written and verbal communication skills.Strong analytical, problem-solving, and documentation skills.

Job Type: Fixed term contract

Contract length: 12 months

Pay: $87,353.14-$120,496.46 per year
