Position Overview
The Program Manager will lead the coordination and implementation of a Shared Service Model initiative within the Ontario Public Sector. This role focuses on stakeholder engagement, program management, strategic planning, and communication across diverse functional and technical teams. The successful candidate will foster collaboration, ensure strategic alignment, and drive the delivery of high-quality outcomes within government and ministry standards.
Key ResponsibilitiesStakeholder Engagement
- Establish and maintain collaborative relationships with key internal and external stakeholders.
- Serve as the primary point of contact for all stakeholder communications.
- Organize and facilitate stakeholder meetings, workshops, and collaboration forums.
- Ensure effective communication and alignment between technical and non-technical audiences.
Program/Project Management
- Lead the coordination, implementation, and monitoring of the Shared Service Model initiative.
- Develop and maintain detailed project plans, schedules, and integrated program documentation.
- Identify and mitigate program risks and issues proactively.
- Provide detailed progress reports, dashboards, and executive-level presentations.
- Ensure adherence to OPS I&IT standards and project methodologies.
Communication Strategy
- Execute a comprehensive communication plan to inform and engage stakeholders.
- Deliver consistent project updates, reports, and presentations to senior leadership.
Process Improvement and Evaluation
- Identify opportunities for process and service delivery improvements.
- Monitor and evaluate shared service effectiveness using established KPIs.
Strategic Alignment
- Support the strategic planning, prioritization, and policy development of the Shared Service Model.
- Ensure that all program activities align with ministry and enterprise-level objectives.
Required Skills and ExperienceStakeholder / Relationship Management and Communication (40%)
- Demonstrated experience establishing and maintaining multiple collaborative relationships and partnerships.
- Proven ability to engage and communicate effectively with stakeholders across diverse functional and technical areas using appropriate political acuity.
- Experience managing expectations, resolving conflicts, and ensuring stakeholder alignment.
- Strong written communication skills and the ability to deliver clear, authoritative recommendations and reports.
- Experience leading presentations for senior management and diverse audiences.
Program Management (30%)
- Proven expertise in project and program management methodologies and techniques.
- Experience gathering and developing business and technical requirements to create and maintain detailed project schedules and integrated plans.
- Strong risk management and mitigation planning skills.
- Experience leading multi-disciplinary teams and ensuring program deliverables meet timelines and standards.
- PMP certification is an asset.
Strategic Planning and Management (25%)
- Strong strategic thinking and planning skills.
- Experience aligning programs with organizational goals and priorities.
- Ability to lead organizational and process improvements within shared service models.
- Skilled in stakeholder engagement, presentation delivery, and change management.
Public Sector Experience (5%)
- Minimum 10 years of experience in the federal/provincial/broader public sector, preferably in healthcare.
- Deep understanding of OPS or similar public-sector project management methodologies.
- Experience with large, complex IT health-related projects.
- Knowledge of OPS approval, governance, and gating processes.
MUST HAVES
- Demonstrated experience in establishing and maintaining multiple collaborative relationships/partnerships with stakeholders.
- Demonstrated experience communicating across many functional areas to actively engage project stakeholders and manage client expectations with diverse interests, technical and non-technical backgrounds using the appropriate level of political acuity.
- Experience gathering and developing business and technical requirements to create and maintain a detailed program, project schedule, and/or integrated plan.
Job Type: Fixed term contract
Contract length: 12 months
Pay: From $95.00 per hour
