Range of Pay: Group 11 - $3,197.60 to $3,764.60 bi-weekly (Subject to Review)

Main Function: The position is responsible to the Chief Executive Officer and Chief Librarian for the management of Greater Sudbury Public Library's facilities and for the successful accomplishment of strategic organizational priorities and the sectional annual Business Plan.

Service Objectives:

1. Responsible for the efficient operation of the Greater Sudbury Public Library's (GSPL) facilities and other library operations to achieve GSPL's mission, vision, and strategic objectives.

2. Champion GSPL's patron experience model, contributing to the delivery of exceptional patron-centric experiences in the delivery of library services.

3. Collaborate with the Administration Team, plan and execute actions which achieve GSPL's strategic objectives through the development and implementation of annual workplans.

4. Provide systemwide leadership that inspires and promotes organizational excellence, innovation, and collaboration.

Duties:

1. Responsible for efficient short and long-term maintenance of facilities both from a library service perspective (e.g., aesthetic appeal, clean and inviting spaces, effective branch layouts, etc.) and, in collaboration with city staff, from a functional building perspective (roof, HVAC, windows, etc.) to ensure library needs are being addressed.

2. Ensure security, fire alarm and all life safety systems are well maintained and fully functioning at all locations.

3. Support and continuously improve GSPL's health and safety processes and represent the library on health and safety committees.

4. Ensure effective operation of telephone, network, people counters, and other operational systems.

5. Sponsor or contribute to the development of policies, procedures and guidelines related to facilities including fire plans, violent risk assessments, and standard operating procedures (SOP).

6. Coordinate ongoing facility maintenance for GSPL branches, ensuring that building conditions align with established service levels.

7. Act as the main point of contact for the library's administration team and branch supervisors as it relates to facility-related items.

8. Implement service contracts for library facilities in collaboration with city facilities staff. Monitor, maintain and renew contracts as necessary. Provide input on specifications for Request for Proposals, Request for Tenders, Request for Quotes, related to facilities.

  1. Conduct risk assessments for library facilities. Develop risk reduction/management processes and ensure appropriate personal protective equipment is available and used.
  2. Conduct safety and security related audits and investigations, implement corrective actions, monitor progress and ensure compliance with applicable policies and legislation. Report on findings and contribute to the development of preventative strategies.
  3. Assist in the preparation of budget estimates and monitor expenditures to ensure they are within the budget allocations.
  4. Coordinate the selection, purchasing, installation, and/or moving of furniture and other office equipment as well as coordinating the disposal of surplus assets.
  5. Act as primary liaison in facility-related matters with internal and external stakeholders, service partners, and contractors.
  6. Sponsor and/or manage organizational projects by developing, coordinating, and implementing project management tools and best practices in alignment with GSPL's Long-Term Plan, Strategic Plan, and Annual Operational Plan.
  7. Assist with the coordination of major capital infrastructure and renewal projects.
  8. Serve on GSPL's Administration and Strategic Leadership Teams, contributing to strategic planning, innovation, and governance to enhance the library's mission and strategic goals.
  9. Act as management's representative in the grievance procedure and participate in the recruitment and selection of staff as required.
  10. Lead and act as an active member of internal and external cross-functional teams; collaborate with City of Greater Sudbury partners on service design and delivery.
  11. Provide strategic advice and guidance to the library's Administration Team, the Chief Executive Officer and Chief Librarian, and the Library Board to assist in policy development and decision making related to service objectives, including making recommendations on matters related to staffing, organizational structure and service delivery.
  12. Perform on-call duties, responding to operational needs or supervisory responsibilities related to GSPL facilities (e.g., responding to alarms, break-ins, emergencies).
  13. Maintain awareness of trends and developments in the field of public library administration, bringing new and innovative ideas to the table in order to enhance the performance of GSPL.
  14. Ensure that due diligence is exercised in support of GSPL/City of Greater Sudbury risk management policies; report and monitor as required incidents involving accidents, property damage and/or theft.
  15. May be required to work outside of normal or core business hours to coordinate library activities or events.
  16. Develop and maintain a thorough working knowledge of CGS's Safety Manual and the applicable Provincial Legislation listed therein.
  17. Perform other related duties as required.

Qualifications

Education and Training:

  • Degree in a related field (e.g., Business Administration, Architecture, Engineering) from a recognized university with Canadian accreditation.
  • Additional education initiatives to update and expand competencies.

Experience:

  • Minimum of five (5) years relevant experience, including at least two (2) years in a supervisor or leadership capacity.

Knowledge Of:

  • Applicable legislation and related regulations.
  • Best practices within area of responsibility, including change management, risk management, and conflict resolution.
  • Relevant technologies including library management systems, digital communication platforms, and makerspace tools.
  • Community needs for library and municipal services.
  • Effective communication tools including board reports, presentations, and briefing notes.
  • Best practices in project management including the use of project charters, schedules, status reports, and project management software.

  • Mental and physical fitness to perform essential job functions.

Language:

  • Excellent use of English; verbally and in writing.
  • French verbal skills highly desirable; written skills an asset.

Other Requirements:

  • Must be physically capable of operating a vehicle safely, possess a valid class "G" driver's licence, and have an acceptable driving record.
  • Provide, at own cost, a Criminal Record Check.

Development opportunity range of pay: $2,912.70 to $3,427.20 bi-weekly (Subject to Review). The successful candidate will be paid at the reduced range until the minimum qualifications have been met.
