**Description**:**
Reporting to the Associate Director of Corporate Services and Treasurer, the Manager of Planning and Accommodation is responsible for strategic direction and leadership in the management of the Board's planning needs including: leading long-term planning initiatives, managing student accommodation strategies and supporting capital project planning to ensure optimal use of school facilities across the Board. The Manager is also responsible for the Board's admissions and assessment function. Key responsibilities include but are not limited to:
**Responsibilities**:**
- **Strategic**Planning**&**Forecasting**:
- Lead the development and maintenance of the Board's Long-Term Accommodation Plan (LTAP).
- Prepare enrolment projections in accordance with Ministry requirements, appropriate guidelines and standards, and Board needs using demographic, housing, and other relevant data.
- Use planning software to assist with school level class organization.
- Monitor and analyze trends in population growth, urban development, and student mobility.
- **Capital**Planning**&**Project**Support**:
- Prepare business cases and capital funding submissions to the Ministry of Education.
- Collaborate with Facilities Services and Finance on capital project planning and implementation.
- Support site acquisition and school construction planning in coordination with municipal partners.
- **Boundary**and**Accommodation**Reviews**:
- Plan and manage school boundary reviews, school consolidations, and pupil accommodation reviews (PARs).
- Facilitate public consultation processes, including community meetings and trustee presentations.
- Prepare detailed reports and recommendations for senior administration and the Board of Trustees.
- **Data**Management**&**GIS**:
- Oversee the collection, analysis, and visualization of planning data using GIS and other tools.
- Oversee the maintenance of the Education Capital Information System (ECIS)
- Maintain accurate records of school capacities, utilization rates, and facility inventories.
- Develop and maintain mapping products to support planning and decision-making.
- **Internal/External**Engagement**&**Collaboration**:
- Liaise with municipal planning departments, developers, and community partners.
- Represent the Board on inter-agency planning committees and working groups.
- Provide planning expertise and advice to senior leadership, school administrators, and trustees.
- **Policy**&**Compliance**:
- Ensure compliance with the Education Act, Planning Act, and Ministry of Education guidelines.
- Contribute to the development of Board policies and procedures related to planning and accommodation.
- Responsible for the renewal/updating of the Board's Education Development by-law Charge as required.
- Monitor legislative and policy changes affecting school board planning.
- Carry out other duties and responsibilities as required/assigned.
**Minimum**requirements,**Qualifications**&**Experience**:**
- A university degree in Urban or Regional Planning, Geography or a related field.
- Registered Professional Planner (Ontario) designation and/ or working towards designation preferred.
- Minimum 5-7 years of progressive experience in planning, preferably in a school board, municipal government, or public sector environment.
- Proficiency in GIS software (e.g., ArcGIS, QGIS) for mapping and spatial analysis.
- Strong skills in Microsoft Office Suite, especially Excel and PowerPoint; experience using ECIS considered an asset.
- Familiarity with enrolment projection models, land use planning tools, and data visualization platforms.
- Strong written and verbal communication abilities, including report writing and public presentations.
- Strong interpersonal skills and an ability to work collaboratively with diverse stakeholders.
- High level of initiative, independence, and attention to detail.
- Valid driver's license and access to a vehicle.
