Manager Transportation Operations

Are you a strategic leader with a passion for transportation infrastructure operations and public safety? We are seeking a dynamic and experienced Manager, Transportation Operations to join our Transportation Engineering and Operations team.
Reporting directly to the Director, this role is pivotal in leading a dedicated team of professionals and technical staff to deliver high-quality transportation maintenance programs including both urban and rural roads, summer and winter programs, and the surface water management program.
A key role for the manager is planning and implementing efficient and effective programs using sound principles and industry standards to maintain public safety through effective communication, evaluation and continued improvement. This position influences service delivery, program development, policy, bylaw, and direction.
**Key Responsibilities**:
- Oversee the planning and execution of urban and rural transportation infrastructure maintenance programs, including asphalt, coldmix, gravel roads, trails, concrete, roadside vegetation and signage, as well as the operation of two maintenance yards, and associated facilities
- Direct resource allocation to ensure efficient, effective program delivery that aligns with established service levels
- Guide long-term strategies for preventative and corrective maintenance
- Manage operations of two maintenance yards and the Josephburg Airport
- Provide expert advice to Council, the public, and stakeholders on transportation, drainage, and aviation
- Champion customer service excellence and ensure service delivery meets community needs
- Manage branch operating and capital budgets, aligning resources with strategic priorities
- Mentor and develop staff, fostering a culture of safety, engagement, and psychological well-being
- Maintain and influence policies, bylaws, and strategic plans to support public works
- Lead performance management, KPI development, and cross-departmental collaboration
- Design and implement winter maintenance programs and service levels
- Coordinate with stakeholders and foster community partnerships for effective service delivery
- Review engineering reports and approve work recommendations
- Working with the branch project managers, supervisors and the Financial and Central Services team, develop contracts for the delivery of routine and non-routine services using outsourced vendors when appropriate
- Manage the development of long term and short term strategic operational plans to ensure the most efficient, effective and economical way to resource and manage transportation roadway infrastructure
- Balance proactive and reactive approaches to meet evolving community needs
**Qualifications and Skills**:
- Degree in Civil Engineering, Transportation or related field or diploma in related field with C.E.T designation plus 10- years of transportation related experience including at least five years in a direct supervisory role
- Demonstrate in-depth knowledge of transportation maintenance practices; unionized environment experience is considered an asset
- Proven ability to lead in fast-paced, dynamic environments by effectively prioritizing tasks, managing schedules, and allocating budgets in alignment with organizational objectives
- Strong communion skills with the ability to communicate complex technical concepts clearly to diverse audiences through public presentations, written reports, and formal correspondence; political acumen is essential
- Strong interpersonal skills with a proven ability to collaborate effectively across departments and multidisciplinary teams
- Demonstrated expertise in budget planning, financial monitoring, and performance tracking to support fiscal accountability
- Proven ability to build and maintain productive working relationships with internal operators, contractors, and clients to ensure high-quality service delivery
- Strategic leadership skills with the ability to set direction, align priorities, and drive the achievement of organizational goals
- A proactive mindset with a commitment to continuous improvement and fostering collaboration across departments
- Solid understanding of the full asset management lifecycle and how infrastructure maintenance supports broader corporate asset strategies
- ICS 400 certification is an asset.
- Knowledge and experience navigating complex municipal bylaws, County policies, and environmental legislation, including the Alberta Water Act, Public Lands Act, Environmental Protection and Enhancement Act, Wildlife Act, Fisheries Act, Migratory Birds Convention Act, Navigable Waters Protection Act, and relevant EUB Pipeline and Railway requirements
