Reporting to the Senior Manager, Talent Management, the Manager, Talent Acquisition is responsible for supervising the design and day-to-day execution of full-cycle recruitment activities to achieve annual recruitment goals, and to ensure the on-time delivery of high-quality talent for the organization. S/he leads the design and implementation of talent acquisition plans and programs to continuously improve processes, tools and procedures, and provides input to short and long-term staffing strategies for the organization. The incumbent leads the development of employment branding strategies and plans to support talent attraction efforts for the organization, working with internal stakeholders to implement and align talent branding to corporate branding initiatives. In addition, s/he supports vendor selection processes for talent management programs and services, and manages day-to-day vendor performance to realize benefits and cost savings.

The incumbent is expected to behave ethically and follow the established Code of Business Conduct, policies, internal control procedures, laws, and regulations governing Toronto Hydro.

**KEY RESPONSIBILITIES**:

- Supervises a team of professionals/administrative support staff to plan; execute and report on day-to-day client talent acquisition requirements to strategically source talent to support the organization’s attainment of annual recruitment goals, governance (policies, procedures, guidelines and standards) and legal compliance;
- Supervises team in the execution of co-op/student hiring, new graduate and entry-level trades and technical recruitment campaigns, and third-party staffing requirements providing leadership in the project management, engagement and change management of quality, diverse talent;
- Maintains recruitment and selection tools (e.g. selection models, interview packages, offer templates etc.) and audits recruitment process, tools, methodologies and standards to ensure quality and alignment to human resources systems;
- Provides day-to-day performance and attendance management, feedback, development and safety management to client focused team members to monitor results in an effort to ensure the on-time completion of full cycle recruitment activities, with available high-quality available talent and internal client satisfaction.
- Builds relationships with external talent management and staffing vendors and manages day-to-day service requirements in an effort to achieve short and long-term talent acquisition goals;
- Reports on vendor usage and associated cost and manages vendor performance and outcomes to identify quality and cost savings improvements;
- Manages vendor renewal cycles and leads vendor selection processes for talent management services;
- Maintains and enhances employment branding content and develops and implements plans to enhance the organization’s talent brand in digital and social media, working with internal stakeholders to align the employment brand to corporate branding initiatives;
- Manages the day-to-day talent acquisition and management activities provided to the organization by a team of professionals and administrative support staff;
- Manages safety, attendance, performance and training and development;
- Provides coaching and feedback to motivate and engage employee outcomes in the attainment of departmental goals and objectives.

**COMPETENCIES**:

- **Undergraduate degree in Human Resources, Business or related field**:

- **Seven (7) years or more professional level experience in human resources with a focus on talent acquisition/management, organizational development, organization/job design and/or compensation, including a minimum of three (3) years recruiting for roles of varying levels (preferably within a unionized environment)**:

- Certified Human Resources Professional/ Leader (CHRP/L) strongly preferred
- Recruitment certification (preferred)
- Graduate level education (Masters degree in Human Resources or related field preferred)
- Three (3) or more years of direct sourcing experience
- Three (3) or more years supervisory/project leadership experience
- Minimum five (5) years of internal and/or external consulting
- Knowledge of human resources best practices (processes and systems) in the areas of human resources, talent acquisition/management, strategic sourcing and labour relations
- Direct sourcing/talent acquisition skills - experience with LinkedIn® recruiter and Boolean searches
- Superior verbal and written communication skills
- Strong presentation, facilitation and active listening skills
