**NATURE OF WORK**:
This position is responsible for the provision, operation, coordination, planning and effective usage of the three City owned major leisure centres; as well as the provision and development of the City of Regina’s outdoor pool program and sport and recreation programs. The position supervises the major leisure centres and recreation program staff and reports to the Manager, Community & Recreation Programs.
**DUTIES AND RESPONSIBILITIES**:
Plans, directs, supervises and coordinates the City of Regina’s major leisure centres and outdoor pool facilities. Plans, directs, supervises and coordinates the provision and development of the sport/recreation programs that are provided at the assigned facilities. Provides input and expertise and contributes to the development, operation and/or maintenance of assigned facilities. Develops and implements strategies to maximize facility, special event, and program participation and revenue through the development and delivery of programs and services. Assists with promotional and communication efforts for the programs and services at the assigned facilities to maximize participation and revenue. Develops on-going partnerships with community-based sport, recreation, and healthy lifestyle organizations for the delivery of programs and services to the public. Identifies and coordinates the development and implementations of and policies, procedures and practices for the development, delivery and operations of assigned facilities, programs and services. Formulates short and long-term service delivery plans, processes and performance indicators and measures; monitors effectiveness and efficiency and recommends improvements to related assigned facilities, programs and services. Develops and maintains productive partnerships with community-based sport and recreation organizations related to the provision, operation and utilization of assigned facilities, programs and services. Facilitates external groups, who have partnered with the City, to complete project plans or deliver community events. Facilitates, negotiates, develops and manages partnerships and agreements related to facility, program and service development, operation and enhancement. Leads and provides support services to special events at assigned facilities which includes managing various internal and external stakeholders to deliver major sport and recreation events. Ensures community and special events are delivered in accordance with policy and in alignment with City philosophy. Prepares related operating and capital budgets, approves requisitions, expenditures and other transactions within the limits of authority; monitors operating and capital expenditure and revenue budgets and makes recommendations to maximize efficiency, and assists in preparing capital budget submissions and assists in implementing approved projects. Manages all human resources related activities including recruitment and selection; leadership, coaching and development; performance management; and labour relations issues for direct reports. Ensures a positive, healthy, respectful, and inclusive work environment aligned with the City’s Vision and Contemporary Workplace Strategy. Participates as a member of the Community & Recreation Programs Branch management team and contributes to policy development, strategic direction setting and business planning. Ensures implementation and adherence to approved civic policies and practices related to the safe, effective and cost-effective aspects of the assigned work operation. Prepares a variety of statistical, management and committee reports and makes verbal and written submissions and presentations to a variety of stakeholders. Provides customer service and responds to the needs of the public regarding issues relating to the assigned facilities and all sport and recreation programs and services. Manages inquiry, complaint and input processes for the public, stakeholders, partners and elected officials in a manner that is consistent with corporate customer service and engagement standards related to assigned facilities, programs and services
