**Position Purpose**
The Manager, SAP Payroll and HCM manages and leads the ongoing support and development of the CRD SAP Payroll and HCM modules. The position takes on the challenge of designing, functionally developing and re-engineering highly complex business processes in support of the SAP Payroll and HCM modules. This position acts as an Information Technology (IT) liaison to and partner with business units to ensure the successful execution of projects related to the support, maintenance, and operation of SAP Payroll and HCM modules. Leading staff and working in a collaborative environment, the Manager is responsible for timely and accurate execution of system changes that meets business needs.
**Key Accountabilities / Position Outcomes**
- Provides Business Analysis support by working with CRD business units to define and document requirements /specifications, data transformation, process re-engineering, executes functional and integration testing, training, implementation and end user roll out.
- Works closely with SAP Technical Services Team to ensure all proposed work aligns technically with SAP standards.
- Works with the IT management teams to explain and clarify business requirements/specifications to help deliver solutions that meet business needs.
- Defines and re-defines business processes based on accepted industry practices.
- Communicates effectively to all levels of management to report project status and critical issues requiring their attention.
- Leads functional system design in the development of SAP Payroll and HCM modules in alignment with SAP and IT best practices to meet business objectives.
- Configures and tests SAP Payroll and HCM modules.
- Supervises SAP sustainment team members in the development and support of the Payroll and HCM modules.
- Identifies creative solutions to business requirements, analyzes the strengths and weaknesses of alternatives, and provides recommendations.
- Creates and maintains thorough and accurate necessary documentation (including business requirements, functional design specifications, training manuals, configuration documentation).
- Leads testing by preparing required test plans/matrices and executing functional and system integration testing of the module.
- Ensures that issues are identified, tracked, reported and resolved in a timely manner.
- Project manages small to medium initiatives (as required) according to the established IT project management methodologies.
- Leads ad-hoc analysis to identify root cause of production problems and develops timely solutions.
- Interacts professionally with clients and business areas to provide a high quality of service.
- Follows all defined technology standards and processes and provides input for improvements as required and/or identified.
- Assists in the use of existing reports and develops/documents additional reports as required.
- Provides expertise to train and support groups as appropriate before system go-lives.
- Responsible for the leadership and management of employees and contractors within area of responsibility, including employment and labour relations matters involving: employee hiring, promotion, and other personnel matters; discipline and discharge; representing management in the grievance procedure; input on behalf of management into labour relations matters, and representing management on committees; maintaining Employer confidentiality; and developing, supporting and implementing various corporate and legislated policies, procedures and practices.
- Follows all policies, procedures and standards of the CRD.
- Performs other related duties as required.
**Qualifications**
- University graduation at the Bachelor’s level in computer science, business or accounting and considerable related experience in systems analysis, systems planning, or payroll experience in a large unionized, public sector organization.
- Holds a PCP designation from the Canadian National Payroll Institute and a minimum of 5 years hands-on configuration experience with SAP HCM - Canadian Payroll, Organizational Management, Personnel Management including Benefits, CATS, Time evaluation, or an equivalent combination of training and experience.
- Must have experience creating and modifying complex rules and schemas for time evaluation and payroll.
- Knowledge/experience configuring and supporting ESS/MSS portal.
- Experience with year-end reporting and reconciliation (T4).
- Experience testing annual HR support pack upgrades and related defect corrections.
- Experience implementing SuccessFactors modules is desirable.
- Experience with S/4HANA is an asset.
- Must have the ability to work in Canada without sponsorship.
