**COMPENSATION**:Based on knowledge and experience.

**NATURE AND SCOPE OF WORK**:
Under the direction of the Management team, the Government Relations Specialist serves as a team lead in developing and writing grant proposals to Canadian and US governments and private agencies to obtain funding for hydrogen projects and be responsible for compliance with programmatic policies, guidelines, rules and regulations.

**PRINCIPAL ACCOUNTABILITIES**:

- Research new funding opportunities available through local, state, and federal government agencies in Canada and the US, as well as through private and corporate foundations.
- Read and interpret requests for proposals and funding guidelines from government agencies and foundations to determine if appropriate for Quantum Technology and/or Quantum USA and how best to respond and comply.
- Disseminate information on funding opportunities and compliance requirements to Quantum staff and management.
- Act as a Government Relations liaison to community organizations, government agencies, and Quantum staff involved with the development and administration of projects and proposals.
- Research information and data necessary for grants and grant reporting.
- Coordinate writing, developing and implementing grant proposals.
- Facilitate grant efforts, including grant approval process and post-award compliance. Ensures timelines are met.
- Monitor post-award grant compliance. Follow up with funding agencies and Quantum staff as necessary.
- Edit and organize grant documents written by other staff and faculty.
- Develop outlines, timelines, staffing, budgets, and college boilerplate templates for grants according to funding guidelines.
- Facilitate workshops for and provide technical assistance to College staff, faculty, administrators, and teams in the area of grant writing, development, compliance and support.
- Monitor outstanding grant proposals. Follow up with funding agencies as necessary.
- Maintain necessary records, files, reports, databases, and resource materials pertinent to grant activities.
- Advise Quantum employees on current and possible future Government policy directions.
- Perform other duties as assigned.

**WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS**:
Work is performed in an office environment. Work also involves sitting at a computer and being on the phone for an extended period of time. Tight grant timelines require the incumbent in this classification to work flexible hours. Some travel may be required.

**MINIMUM QUALIFICATIONS**:
Bachelors Degree in Public Affairs, Communications, English, Journalism, Education, Engineering or a related field. Experience performing the duties of this job may substitute for the degree requirement on a year for year basis.

Demonstrated experience writing grant proposals and reports to both government and private funding sources. Experience coordinating grant development teams. Experience researching and identifying funding sources and requirements. Experience interpreting requests for proposals, reporting cycles and funding guidelines. Experience developing and monitoring budgets.

**KNOWLEDGE, SKILLS, AND ABILITIES**:

- Knowledge of effective grant research and grant writing.
- Knowledge of grant and other external funding sources.
- Knowledge of effective project management techniques.
- Knowledge of post-award compliance best practices.
- Knowledge of educational institutions and policies and procedures.
- Skill in designing, writing, and editing complex grant documents including reporting requirements.
- Skill in operating a computer and various supporting software packages.
- Ability to explain policies and procedures/rules and regulations in a clear and non-threatening manner.
- Ability to facilitate meetings and coordinate the work of teams.
- Ability to work both independently and as part of a team.
- Ability to manage and prioritize projects effectively to meet office and proposal deadlines.
- Ability to work with an ethnically and culturally diverse population.
- Ability to operate a variety of office equipment.
- Ability to communicate effectively in oral and written form.
