The Alberta Public Service (APS) is taking a One Finance approach to the delivery of financial services. Financial services include the delivery of financial planning, reporting and operations, as well as ongoing engagement with policy and program areas to provide strategic decision-making support. **Role Responsibilities**:
Reporting to the Director, Financial Reporting and Operations, the Manager Grants and Procurement is responsible for effectively managing grant, procurement and contract processes for the Department of Mental Health and Addiction by providing leadership, expert advice, guidance and direction related to the development of departmental grant, procurement, and contract strategies, policy and procedures. The position also manages the day-to-day responsibilities of granting, procurement and contracting functions by ensuring the team develops and maintains strong competencies to provide expert advice, guidance and training to departmental staff in adapting, implementing and integrating corporate grant, procurement and contract policies and best practices. In addition, the incumbent maintains procedures for communicating information to departmental staff and key stakeholders regarding ongoing grant, procurement and contract initiatives, policies and processes.
Responsibilities include:
- The position provides leadership and corporate oversight of grant and contract management, monitoring, and reporting by collaborating with the program delivery staff and service providers to manage and monitor grants and contracts in order to ensure compliance with the terms of the agreement and support the achievement of outcomes.
- Provides leadership to departmental contracting staff, grant managers, and senior and executive management in meeting strategic and operational requirements, as well as compliance with legislation. Leverages numerous cross-divisional contract advisory and working groups to achieve results.
- Ensures compliance of grant, procurement and contracts with the ministry's approved policies and related procedures as well as the Procurement and Sole-Sourcing Treasury Board Directive, the Procurement Accountability Framework, the Procurement Accountability Manual, and other relevant GoA and department policies.
- Manages the operations of the contract review committee (CRC) by developing, maintaining, and providing continuous improvement to the mandate, roles, responsibilities and procedures regarding the operations of the contract review committee.
- Manages the procurement of common department services and resulting resource lists to ensure quality procurement and support to the department. Leads the review of grant and
- contract agreements and templates and provides expertise and advice to program areas.
- Ensures all procurements managed by staff are in compliance with the GoA's trade agreements (e.g., Canadian Free Trade Agreement (CFTA), New West Partnership Trade Agreement (NWPTA), Trade Continuity Agreement (TCA), Comprehensive Economic and Trade Agreement (CETA), Trans-Pacific Partnership (TPP), and the World Trade Organization's Agreement on Government Procurement (WTO-GPA).
- Manages and coordinates the department's resource requirements regarding major GoA grant and contract initiatives by contributing to the design and selection of GoA policies, systems, and processes, by providing strong advocacy for departmental business and system needs through membership on cross-ministry working groups and steering committees.
