**Halifax Port Authority (“HPA”)** requires a
**Manager, Marine Policy and Operations**
This position reports to the Director, Marine Operations/Harbour Master. Reporting to the Manager, Marine Policy and Operations is the Cruise and Credentialing Coordinator and the Cruise Operations and Development Assistant.
The Manager, Marine Policy and Operations is responsible for managing cruise operations, operational policy as well as aspects of port operations as directed by the Harbour Master. These impact overall operations of the Port of Halifax in accordance with the Canada Marine Act, The Canada Shipping Act, The Marine Transportation and Security Act and regulations and any other regulations binding upon the HPA. This position is also available periodically to step in and fulfill Port vessel scheduling duties during the Harbour Master’s absence.
A relevant university degree with a minimum of five (5) years related management experience in the commercial marine environment. A Master, Home Trade certificate would be an asset. Must possess excellent interpersonal skills and be able to communicate effectively in speaking and writing. Must be able to obtain both a Marine Transportation Security Clearance and Secret Security Clearance.
This position requires a comprehensive background in a marine and security environment combined with knowledge of the marine transportation industry, federal marine transportation security policy and regulations, marine transportation dangerous goods policy and regulations, cruise vessel and facility operations, project management and implementation and port/harbour regulatory policy is required.
Must possess strong leadership skills, sound decision-making abilities, good interpersonal and communication skills to interface with all internal and external contacts. Must be analytical, innovative and a strategic thinker. Must be a team player and have the ability to work in an ever changing environment.
Provides leadership, coordination and advancement of effective and efficient operations in the port with other key community stakeholders. Leads the introduction, implementation and operational oversight of the Port Management System on behalf of the Harbour Master.
Oversees the movement of regulated Dangerous Goods (DG) shipped via vessel through the Port of Halifax and at HPA leased and directly administered facilities.
Responsible for working with regulatory bodies such as; Transport Canada Marine Safety, Natural Resources Canada, Canada Border Services Agency, to assist in moving forward regulations and policies that ensure the continued safe movement of vessels and efficiencies of vessels throughout the Port of Halifax.
Responsible for attending and involvement with organizations including CMAC, Shipping Federation, and ACPA as it pertains to operations.
Provides project management oversight, direction and accountability for the implementation of cruise operations projects and standardizing of processes.
Manages cruise operations which includes managing the CORE (cruise/operations/real estate) committee, contracts for Shuttle Bus Services, Shore Power and Operating Agreement, Cunard Centre and Pier 23.
Provides support and leadership to the Cruise and Credentialing Coordinator and Cruise Operations and Development Assistant as needed and ensures the Cruise Vessel Facility Security Plan is maintained and upheld.
Develops and manages the cruise operations team staffing schedule.
