**POSITION: Person Responsible for Maintenance**

**GENERAL PURPOSE**

The PRM is responsible to the Accountable Executive for the Company maintenance control system as described in the Maintenance Control Manual, and for coordination of activities with the Approved Maintenance Organization. Their duties shall include all items listed in the Canadian Aviation Regulations, Section 406, Division IV.

**ESSENTIAL DUTIES/RESPONSIBILITIES**
- Development of the Maintenance Control Manual and aircraft maintenance schedules;
- The maintenance of this manual, aircraft maintenance schedules and records of certification and traceability for aeronautical products and material;
- Scheduling of maintenance, elementary work and servicing according to the approved maintenance schedules;
- The controlling of maintenance records;
- Ensuring service difficulty reports are produced, technical publications are amended, work conducted by the organization’s contractors, personnel training, aircraft dispatch and control of defects are in accordance with this manual, airworthiness directives are complied with and conformance of aircraft with their type design;
- Managing the issue of authorizations for the performance of elementary work and servicing on company aircraft;
- Liaising with the approved maintenance organizations and regulatory agencies;
- Monitoring of aircraft inspections, repair, overhaul, alteration, defect rectification and certification of work;
- Removing aircraft from operation because of non-compliance with the requirements of the Canadian Aviation Regulations or because of a risk to the safety of the aircraft, persons or property;
- In consultation with either the PRM or an AME employed by or contracted by our AMOs, signing aircraft into the tolerance permitted by the relevant aircraft inspection schedules; and
- In consultation with the contracted AMO, determining when a defect is deferrable and deferring the defect as detailed in section 5.6.2 of the Maintenance Control Manual.

The PRM shall perform the following duties and responsibilities:

- ensure all operations, under all Licenses and Certificates held by the Company, will be conducted in Maintenance Control Manual, as approved by Transport Canada;

changing regulations, conditions, equipment, experience and competency of personnel;
- liaising with the approved maintenance organizations and regulatory agencies, including

Transport Canada;
- Schedules and briefing of all maintenance personnel affected by amendments regarding reasons for and effects of all amendments;
- scheduling of maintenance, elementary work and servicing according to the approved

maintenance schedules;
- monitoring of aircraft inspections, repair, overhaul, alterations, defect rectification and certification of work;
- responsible for informing the VP Operations and Training and Chief Flight Instructor of any changes procedures;
- manage persons assigned maintenance related functional responsibilities;
- manage the defect control program;
- ensure aircraft meet technical dispatch requirements;
- ensure aircraft meet maintenance release requirements;
- control elementary work and servicing;
- ensure training for the performance of elementary work is carried out in accordance with the approved Maintenance Control Manual;
- maintain complete and accurate records;
- management and quality control of company parts and inventory storage
- compliance with Montair’s Quality Assurance Program, with respect to maintenance functions;
- responsible for the completion of all Initial, Update and Additional training;
- ensuring service difficulty reports are produced and submitted as required;
- deferring defects as per this MCM;
- establish and identify hazards and carry out risk management analysis of those hazards;
- investigate, analyze and identify the cause or probable cause of all elevated risk hazards, incidents and accidents identified under the safety system which are related or potentially related to maintenance activity;
- monitor the concerns of the civil aviation industry in respect of safety and their perceived effect on Company aircraft and the operating certificate(s); and
- determine the adequacy of the training required for personnel assigned duties related to safety and/or QA.

The PRM is responsible for a maintenance control system and may assign to another person management functions for specific maintenance control activities, including the authority to remove aircraft from operations pursuant to paragraph (1)(b), if the assignment and the assigned functions are described in the flight training unit’s maintenance control manual.

- Contribute to short and long-term organizational planning and strategy as a member of the management team

**QUALIFICATION, KNOWLEDGE, SKILL, AND ABILITY**
- Must complete Maintenance Coordinator training as outlined in DIR #4
- A person who is appointed as responsible for the Maintenance Control System must
