**SUMMARY OF DUTIES**
Reporting to the Chief of Staff, the incumbent will be responsible for advising the Mayor and their staff on strategic initiatives, urban, agricultural, and rural affairs proposals and opportunities and also will formulate policy options. The incumbent will provide policy advice and legislative support to the Mayor directly (when requested), and regularly through the Chief of Staff. The Strategic Initiatives and Policy Advisor will also be responsible for assessing proposals by key stakeholders and will build a network of contacts, prepare briefing notes/discussion papers and make presentations. The Strategic Initiatives and Policy Advisor is also expected to provide policy interpretation, data analysis, social policy development, research and performance indicators with primary focus on urban, agricultural, and rural planning and development within the Greater Hamilton Area.
**GENERAL DUTIES**
Monitors, summarizes and provides briefing notes on all legislative materials and activities including council meetings, committee meetings, agendas and policy notes.
Leads policy studies and policy development assignments relevant to strategic initiatives, urban, agricultural, and rural affairs including project objectives, terms of reference, needs/impact assessments and consultation with relevant stakeholders in order to ensure clarity, consistency and accessibility of the policy being investigated.
Manages internal and cross-departmental projects with a policy or program development focus in a variety of staff resource configurations and is accountable for ensuring that assigned projects are delivered with due consideration to the identification and control of project scope, schedule, and the management of associated risks.
Identifies and investigates priorities for strategic initiatives, urban, agricultural, and rural affairs partnership programs ensuring consistency with corporate policies, the Mayor’s Office priorities and strategic directions. Makes recommendations as required to the Mayor and Chief of Staff.
Co-ordinates and writes briefing notes, reports, policy statements, and position papers; conducts planning processes to support strategic directions, short and long term planning initiatives, business plans, feasibility studies, and needs assessments.
Carries out research by interviewing potential urban, agricultural, and rural partners, planning methodology and designing surveys; collects and analyzes data.
Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.
Performs other duties as assigned which are directly related to the responsibilities of the position.
**QUALIFICATIONS**
1. Demonstrated ability to analyze major proposals, research, and develop solutions by using a broad knowledge required at the university level of education normally acquired through the completion of a degree in a related discipline or a combination of education and related work experience. Previous experience and knowledge in urban and rural issues, policy, and planning and development.
2. Demonstrated ability to work both independently and within a team setting; ability to work under pressure and to meet deadlines.
3. A very high level of communication skills, with a particular emphasis on excellent writing ability; experience in a computerized environment; working knowledge of Word, Excel and Database software.
