BCIT’s **Human Resources** department is seeking a **regular, full-time (1.0 **FTE**) Manager, Health and Wellness**. This position manages the day-to-day development and delivery of benefits, pension, disability management and wellness programs in compliance with policies, collective agreements and legislation. Monitors and evaluates the effectiveness of these programs to ensure market competitiveness and cost effectiveness. Liaises with external benefit carriers, insurance consultants, and other partners on complex benefit plan matters. Participates in the development of department strategies and plans, and leads strategic initiatives that support goals and objectives.

**Duties & Responsibilities**

**KEY** **ACCOUNTABILITIES**:

- Supports the Director, providing input to development of department strategies and plans, and leading strategic initiatives that support goals and objectives. Develops reports and presentations on program achievements, status of key initiatives, and emerging issues.
- Works collaboratively with the other HR leaders and practitioners to support a strategic, integrated, and broad approach to all program planning, development and delivery. Builds a trusted, collaborative and supportive team approach with all other HR functions.
- Manages the development and delivery of disability management programs and services. Involves rehabilitation, case management, workplace accommodation, and attendance awareness, with emphasis on stay at work/early return to work strategies. Maintains a caseload of complex sick leave cases and manages duty to accommodate agreements.
- Develops and implements policies aimed at facilitating employees’ timely return to work and reduction of related costs. Leads development and implementation of training programs and materials to foster management and employee understanding of return to work planning, workplace accommodation, employee attendance, and other disability management programs.
- Participates in Joint Union/Management rehabilitation committees and oversees the Joint Early Intervention Program (JEIP).
- Provides expertise in the design and modification of benefits and related policies and procedures. Researches, analyzes, evaluates and recommends benefit plan design to ensure that programs are relevant, current, competitive and in compliance with legal requirements and meet the needs of employees and the Institute.
- Leads the planning, implementation and evaluation of employee mental health and wellness programs and initiatives. Collaborates with internal and external partners to support a culture in which wellbeing is promoted, practiced and sustained throughout the BCIT community.
- Monitors service levels with benefit providers, insurance carriers and other agencies. Makes recommendations for changes and negotiates and implements plan changes. Provides analysis, guidance and input into the grievance resolution process and collective bargaining.
- Promotes and fosters a culture of respect, understanding, diversity, equity, inclusion and an appreciation for diverse perspectives when collaborating and communicating with plan administrators, employees and union representatives.
- Develops and recommends policies and processes, related to areas of accountability. Ensures team compliance with all Institute policies, collective agreements, legislation and jurisprudence.
- Liaises with the Post-Secondary Employers Association (PSEA), Pension Corporation, post-secondary institutions, benefit vendors, consultants and other businesses to gather information and discuss health and benefits matters.
- Manages reporting staff, including selection, coaching, mentoring, development, performance management and all other people-management practices.

**Qualifications**

**QUALIFICATIONS** &

**REQUIREMENTS**:

- Bachelor’s degree in a relevant discipline.
- Professional designation, such as Registered Rehabilitation Professional, Certified Disability Management Professional, Certified Return to Work Coordinator or similar.
- Certified Employee Benefits Specialist (CEBS) designation preferred.
- Minimum of 7 years’ progressive management experience in benefits and disability management within a multi-union environment.
- An equivalent combination of education and experience may be considered.
- Advanced knowledge of the concepts, theories, practices and techniques related to wellness and benefit programs, including pension administration.
- Advanced knowledge of the concepts, theories, practices and techniques of disability management.
- Advanced understanding of collective agreements, benefits policies, workplace legislation, disability guidelines and Human Rights legislation.
- Advanced knowledge of negotiating and managing employee benefits including claims experience, renewal of benefit insurance contracts and general administration.
