Traffic Operations and Control Manager

**Duties**:
**The work you will be involved in**:

- Manages the operation of the electronics shop (traffic signals), sign shop, and the detour coordination work group.
- Manages the delivery of annual capital and maintenance programs for traffic signal infrastructure, traffic signs, and pavement markings.
- Manages the delivery of detour coordination including the design, set-up, maintenance, and removal of detours within the City right-of-way.
- Prepares and controls budgets and is accountable to meet approved service levels.
- Develops initiatives and projects for inclusion in the department’s annual Business Plan and leads their delivery.
- Develops and implements business and operational strategies and policies to provide the most cost-efficient delivery of programs, considering internal, external, and other delivery mechanisms.
- Manages assigned staff, hires, assigns work schedules, assesses staffing needs, identifies and pursues other resources if necessary. Plans and approves staff development. Responsible for performance management and disciplinary action when required.
- Develop and maintain service levels documents for: traffic signal installation and maintenance, roadway pavement line marking installation and maintenance, traffic signage installation and maintenance, detour coordination, etc.
- Provides resources for delivering the programs and defines equipment and material needs. Assesses resources required and develops business cases for additional FTEs and equipment or contracted services.
- Ensures compliance with legislated regulations, standards, guidelines, civic bylaws, policies and procedures and collective bargaining agreements.
- Reviews current practices, research industry standards and facilitates improvements in current procedures and methods to achieve improved financial and program performance.
- Develops and directs business processes for annual work-tracking, job-costing, program efficiency evaluation, benchmarking, quality control and assurance systems, and various operational support systems.
- Prepares City Council and Committee reports and assists the Director and GM as required at City Council and Committee meetings.
- Collaborates with other departments and represents Transportation on cross-departmental initiatives and projects.
- Acts as the Director of Transportation, as required.
- Performs other related duties as assigned.

**To be successful in this role, a person will have**:

- A degree in engineering or a related field with 7-9 years of progressive work experience in a supervisory capacity in the infrastructure maintenance and operations environment OR post-secondary education with at least 12 years of relevant experience in infrastructure maintenance and operations with 10 years of that experience being in a supervisory role, may also be considered.
- Through knowledge of materials, methods, equipment and techniques, principles and practices of engineering applied to the installation, operation, and preservation of municipal infrastructures.
- Thorough knowledge of quality assurance and quality control practices.
- Knowledge of asset management principles.
- Ability to identify, analyse and resolve complex problems with mínimal supervision.
- Ability to communicate and provide leadership to effect policy and procedural changes.
- Ability to use various software packages such as databases and custom software packages
- Ability to establish and maintain effective working relationships with City officials, staff, Union representatives, representatives of other agencies, and the public.
- Skill in facilitation in a multidisciplinary environment.

**Salary and benefits**:
$117,900.96 to $138,533.28 CAD per annum (2022 rates)
