Reporting to Manager, Maintenance & Planning, FS Planning & CSU, the **Field Contracting Lead** has overall accountability for contractor management by driving value and efficiency, while ensuring operational excellence in field workers. This role is the primary point of contact with contractors in ensuring operational excellence in aspects of safety, environmental, procedural compliance and spend management for contracted work within TNPI and APPL. The Field Contracting Lead understands business line needs and supports field services supervisor by providing field contractor oversight as it pertains to compliance to procedures and processes and adjusting the inspection program as necessary. As the primary liaison with the contractor and TNPI, a key focus is on ensuring a successful relationship with the contractor in ensuring clear expectations and scope of work and flawless execution of safety and environmental aspects and work according to guidelines and procedures. The Field Contracting Lead will report to the Field Services Manager, Maintenance & Planning with functional guidance (a dotted line) to the Finance Manager.

**OEMS**

This job is accountable for ensuring that all aspects of work comply with safe work practices, all applicable codes, standards, regulatory requirements and TNPI’s Operational Excellence Management System (OEMS) and provide feedback on potential improvements.

This job performs their job effectively safely, securely, and in a manner protective of the environment, and complies with TNPI rules and requirements.

**KEY RESPONSIBILITIES**

**Contractor Management**
- As part of the field team, provide primary responsibility in ensuring contractors have required training and certification and complete work according to contract/PO and in compliance with procedures; lead / conduct any NCR as necessary with the focus on effective dispute resolution and improvement.
- Champion OEMS Element 8 Contractor Management standards and lead in interface management as the key point of contact with the contractor with the goal of effective performance, communications, monitoring and stewardship.
- Leading TNPI in developing and coordinating a sub-contracting program to ensure sub-contractor compliance and spend management (quote requirements and TNPI endorsement).
- Provide input and support contract owners on all change orders, work authorizations and work requests.
- Manage contract closeout procedure and performance evaluations for future reference.

**Project Support & Field Effectiveness**
- Provides business partners and contract owners procurement advice & guidance and hands on contractor oversight and field oversight acting as liaison between contractor and TNPI.

As part of the field team and contractor liaison / partner:

- Visits site users to understand their view of supplier performance and competitive landscape.
- Understands how agreements are being utilized at transactional / operational level.
- Attends strategy and progress meetings, Toolbox talks, supplier reviews, etc.
- Leads the relationship with the contractor to improve contractor performance.
- Leads contractor progress meetings and any other contractor meetings or communications.

**Contract Planning**
- Support contract owners in thorough and clear scope development for contracts / POs and in ensuring clear expectations and contract compliance (and contractor remains green in Avetta)
