**Position Title: Permitting and Regulatory Manager**
**Team and Location: Strategic Projects - Burnaby, BC**
**Position Summary**:
The P&R Manager will work closely with the Parkland Project Teams and external consultants to strategize, plan and execute permitting and regulatory activities for a suite of capital projects at the Burnaby Refinery.

The P&R Manager will be a central resource, owning the overall permitting strategy for the Burnaby Refinery Strategic Projects portfolio. The Manager will coordinate permitting and regulatory activities between a number of internal workgroups, including Strategic Project and Planning teams, Refinery SMEs, Indigenous Relations, External Relations, and Community Relations.

The P&R Manager will also work with EPCM permitting specialists, external stakeholders and municipal, provincial, and federal regulators and First Nations to ensure that permit submissions are developed and submitted on-time, with support from key stakeholders, to support the project schedules
**Key Responsibilities**:
**Manage the Plan**: Accountable for generating the Program / Project Permit plan. Co-ordinate and lead permitting project and contractor activities in the generation of permitting plans, permitting templates, permitting register, and other tools. Provide direction to the integrated resource scheduler ensuring that permitting activity timelines are realistic, understood and communicated.
**Lead the Team**:Accountable for selecting contract permitting resources to meet the program project requirements. Coach / mentor / guide the permit management team to support program / project objectives. Work with Project Managers to identify permit resourcing/budget requirements and hold accountability for delivery of permit deliverables to agreed budget.
**Identify Issues, Risks and Present Mitigations**: Review and understand implications of current permitting regulations from federal, provincial, and municipal perspectives to inform and guide work process to obtain regulatory support. Identify permitting risks and present recommendations for mitigations to Parkland Strategic projects leadership teams.
**Coordinate Across Teams**: Support the strategic projects leadership team and project managers for permitting requirements through life of the projects. Ensure compliance of granted permits during execution phases of the projects. Actively drive for completion of documentation needed to acquire permits and meet regulatory needs in a timely manner. Ensure that the program permitting plan and individual project plans are maintained and used to accurately communicate and coordinate permitting activities and decision making across the program and with the base business.
**Qualifications and Skills**:

- Bachelors Degree in Engineering, Environmental Science or a related field.
- Knowledge of Regulatory and Permitting requirements for Capital Projects in British Columbia.
- Experience directing the work of consultants - reviewing document quality and meeting deadlines.
- Experience working with municipalities, first nations and regulatory agencies required.
- Knowledge of manufacturing processes and operations is preferred.
- Strong communication, facilitation, and coordination skills.
- Project experience is highly desirable.
