The LDB is one of two branches of government responsible for the cannabis and liquor industry of B.C. We operate the wholesale distribution of beverage alcohol and non-medical cannabis within the province, as well as the household retail brands of BC Liquor Stores and BC Cannabis Stores. Finance is separated into six work groups (Finance Corporate, Corporate Audit, Finance Wholesale, Finance Retail, Shared Services, and Regulatory & Compliance) and provides financial services to all LDB departments. The Finance division provides financial reporting, advisory services, budgeting, capital asset reporting, and financial transactional processing (banking, accounting payable, accounts receivable). Finance is responsible for the LDB’s enterprise risk management program and oversees regulatory compliance for BC liquor manufacturers/warehouses. Reporting to the Senior Manager of Regulatory and Reporting. the Manager, Regulatory Programs manages and conducts all aspects of the regulatory programs. This includes developing the regulatory program framework, creating the annual regulatory program plan, conducting and overseeing all aspects of the program, and preparing related reports and schedules. This involves assessing compliance risks, developing and managing regulatory programs, and developing educational materials for BC liquor manufacturers, private liquor warehouses, cannabis cultivators, and cannabis licenced producers. The Manager works with a wide network of internal and external stakeholders and supervises a team of compliance analysts and administrative staff. An eligibility list for permanent or temporary future opportunities may be established. **Position Requirements**: **Education and Experience**: - Canadian professional accounting designation (CPA) and a membership in good standing OR currently enrolled in the CPA Professional Education Program (CPA-PEP). CPA designation must be obtained within 12 months of start date. Note: If your designation was obtained from outside of Canada, you will need to confirm it has been assessed for equivalency through an applicable Canadian Accounting Association. - A minimum of 2 years of recent experience in conducting compliance reviews and/or financial analysis. - CPA Designation. - Financial professional in a regulatory, compliance, or financial analysis role. - One-year recent experience supervising or acting as a team-leader in a financial and administrative environment. - Beverage alcohol industry/supply chain or wholesale /retail operations. - Experience working in a unionized environment.
